Global Communities GC has recently launched its Community-Led Emergency Action and Response (CLEAR) program in Ukraine’s Chernivtsi and Chernihiv Oblasts, with the generous support of USAID’s Bureau of Humanitarian Assistance. This program is designed with the goal of saving lives, reducing suffering, and addressing needs while supporting communities to lead their own response. To that end, CLEAR will partner with local CSOs to implement humanitarian projects that address protection, shelter, or water, sanitation, and hygiene (WASH) needs in their communities.

The Monitoring, Evaluation & Learning (MEL) Officer is accountable for the performance of project programmatic monitoring and evaluation systems. The MEL Officer is responsible for 1) developing and maintaining the M&E systems, plans and tools; 2) monitoring program progress towards indicator targets and impact; 3) facilitating collaboration, learning, and adapting (CLA) into all program activities, and utilizing analysis to inform planning and execution; 4) ensuring data quality; and 5) supporting data collection, analysis, and reporting. The MEL Officer reports to MEL Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES  

  • Build and implement MEL systems to ensure program activities are tracked, in line with the overall goal and plans, and have the required effect.
  • Assist in designing MEL tools, forms, and data collection standard operating procedures to track program activities, impact, and learning.
  • Develop MEL competencies of program and partner staff to ensure accurate data collection, analysis, interpretation, and reporting.
  • Oversee data processing including data transfer, entry, verification, and cleaning.
  • Contribute to informed decision-making and knowledge sharing among program teams; introduce learning and adapting mechanism to enhance program’s effectiveness.
  • Work closely with MEL Manager to ensure that collaboration, learning, and adapting (CLA) is used for developing strategies and implementation through feedback sharing with project leadership and technical staff.
  • Assist in developing and implementing the work plan for MEL and CLA activities.
  • Build ties with other programs and stakeholders, facilitate learning and events as appropriate.
  • Oversee learning and analysis to adapt the program to the changing conditions and/or identify new opportunities.
  • Contribute to HQ and donor reports with focus on progress towards indicators; produce analytics with graphs, charts, etc. to fulfill reporting requirements.
  • Support program evaluations including by participating in the contracting, design, and report reviews.
  • Contribute to the Global Communities’ internal MEL newsletter and other journals and platforms as appropriate.

 QUALIFICATIONS  

  • A bachelor’s degree in fields such as social sciences, statistics, or international development is typically expected, along with demonstrated experience in Monitoring, Evaluation, Accountability, and Learning (MEAL). An equivalent combination of suitable education and experience will also be considered.
  • Ideally, candidates should possess at least 2 years of relevant and progressive experience working within a humanitarian organization, with a focus on implementing and supervising monitoring and evaluation systems.
  • Familiarity with the challenges and intricacies of data collection, along with the ability to employ strategies to evaluate data quality, is important.
  • Proficiency in both probability and purposive sampling methods is required, as is familiarity with various techniques for collecting and analyzing qualitative and quantitative data.
  • Skill in performing descriptive univariate and bivariate data analysis is expected, utilizing tools such as Excel Pivot tables or other advanced analytical software.
  • An understanding of indicators and their measurement within diverse sectors is essential.
  • Candidates should grasp the principles of participatory monitoring, evaluation, accountability, learning, and needs assessment.
  • Demonstrating excellent proficiency in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint, is essential.

LANGUAGE SKILLS   

Professional proficiency in written and spoken English as well as Ukrainian required. Must be able to read and interpret documents and communicate with others as necessary to perform job duties effectively.
