arche noVa – Initiative for People in Need is a religiously independent non-profit, non-governmental organisation (NGO) based in Dresden, Germany, working in the field of humanitarian aid, rehabilitation and development. Our primary focus is Water, Sanitation and Hygiene (WASH). Further information about the organisation: www.arche-nova.org

arche noVa has started a relief program in Ukraine responding to the unprecedented humanitarian crisis. Since the 24th of February 2022, the war in Ukraine has shown no signs of abating and continues to drive increasing humanitarian needs across the country. The hostilities have resulted in civilian casualties that continue to grow and significant damage to infrastructure and buildings. The war has affected all spheres of life and uprooted millions of Ukrainians. 

For the implementation of the arche noVa`s relief measures in Ukraine, we are looking for a Monitoring & Evaluation Officer (national position)

Duration: until the 15th of January 2025, with the possibility of an extension
Position to be filled: asap
Duty station: city of Kharkiv with possible trips within Kharkivska oblast
Contract: consultancy or labour, with one month of a probation period

 

Under the direct supervision of the Monitoring, Evaluation, Accountability & Learning (MEAL) Coordinator, the position holder will contribute to the smooth, efficient, and effective implementation of the arche noVa`s relief activities in Ukraine, working closely with the Project Coordinator and other team members as well as the implementing partners.

 

Responsibilities:

  • Assisting the MEAL Coordinator in establishing an effective M&E system and defining appropriate indicators for the relief measures, while ensuring compliance with donors’ guidelines, arche noVa internal regulations and relevant Ukrainian legislation 
  • Assisting the MEAL Coordinator in developing and applying data collection tools, methodologies and plans
  • Ensuring the data collection throughout the project cycle to enable evidence-based programming and to ensure corrective actions are in place
  • Contributing to accountability to the affected population through establishing a transparent and effective feedback mechanism 
  • Conducting field visits to the project sites to monitor the implementation of the relief measures 
  • Collaborating with the implementing partners’ M&E departments to ensure effective monitoring systems and tools are in place 
  • Ensuring compliance with donors’ guidelines, ache noVa internal regulations and relevant Ukrainian legislation 
  • Assisting the MEAL Coordinator in preparing regular M&E reports to be forwarded to the program management team
  • Performing other relevant duties as and when required

Requirements:

  • Degree in relevant fields (social sciences, management, economics, etc.)
  • Minimum 2 years of demonstrated experience in data collection and project monitoring
  • Strong communication and interpersonal skills
  • Strong PC skills, especially with MS Office software (Excel, Word, PowerPoint), Power BI knowledge will be considered as an advantage
  • Ability to work in a team 
  • Strong self-organisational skills
  • Ability to work under stress
  • Good command of Ukrainian and English (both written and spoken) is mandatory
  • Readiness for occasional field trips bearing security and access considerations foremost
