The purpose of the ICLA Project Coordinator is to implement delegated ICLA portfolio in Donetsk oblast. The ICLA Project Coordinator will manage the ICLA staff based in Kramatorsk and ensure capacity building and transferring knowledge to the technical team. Under the supervision and guidance of the Project Manager (PM) and Project Development Manager (PDM), ICLA Project Coordinator (Kramatorsk) will also coordinate project activities with ICLA Project Coordinators (namely: ICLA Project Coordinator for Luhansk; ICLA Human Rights Coordinator; ICLA Housing, Land and Property Coordinator).
Job description
- Adherence to NRC policies, guidance and procedures
- Coordinate, manage and implement ICLA project in Donetsk oblast (activities and project documentation) as delegated by PM in line with proposals, strategies and donor requirements, and ensure high technical quality of the performance
- Contribute to ICLA strategy development, project proposals and provide input on needs and gaps
- Provide regular progress and administrative reports to PM/PDM
- Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
- Promote and share ideas for improvement and necessary changes in the activities
- Line management of ICLA project staff in Donetsk oblast and ensure capacity building of project staff and transfer key skills.
- Liaise and collaborate with relevant local authorities and other key stakeholders
- Contribute to specific protection risks and needs analyses
- Contribute to the design in consultation with PAC of protection response to identified risks and needs.
Specific responsibilities:
- Identify locations to be targeted and plan interventions (e.g. info campaigns, mobile visits)
- Perform frequent visits to targeted locations together with ICLA team
- Monitor, analyse and document issues of concern arising during the casework with beneficiaries
- Monitor, analyse and report on contextual developments in Donetsk Oblast and more widely
- As relevant, coordinate the work of the NRC ICLA project with partners, monitor partners’ progress and coordinate their activities when applicable, monitor the capacity building activities towards partners and other participants
- Coordinate with NRC Shelter and LFS project staff in relation to planning and implementation of programme interventions, ensure integrated programming response when applicable
- Assist in development of relevant quantitative and qualitative indicators for ICLA activities, monitor the performance under respective donors and progress on certain indicators via ITT/Database and other monitoring tools
- Assist in development and designing of the relevant reporting formats
- Drafts reports on project status and relevant administrative affairs
- Contribute to the proposals writing and budgets drafting process
- Represent ICLA project in various coordination forums and working groups (e.g. Protection cluster)
- Ensure proper filing of documents
- Perform any other tasks as requested by ICLA PM, ICLA Programme Development Manager (PDM) or Area Manager/Country Director
Qualifications
- 1+ year experience from working with ICLA or similar project implementation position in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal
- Proficient reporting and analytical skills
- Good personnel management skills
- High education with background in law
- Understanding of laws and regulations related to internal displacement
- In depth knowledge of the context in East Ukraine
- Fluency in Ukrainian and Russian language
- Experience with start-up of ICLA or related programmes is an asset
