Job Description

Role and responsibilities

The purpose of a CM Coordinator is to provide a range of project management support within a core competency, including planning, contributing to development, managing own portfolio of activities, managing delegated resources and budget.  The Project Coordinator will manage project support staff.

Generic responsibilities:

  • Direct management of the CM field team
  • Ensure compliance with collective center management strategy, tools, handbooks, guidelines and standards
  • Contribute to core competency strategy development and provide input on needs and gaps from his/her geographical and programmatic area of implementation
  • Manage and implement delegated portfolio of CM projects (activities, budget and project documentation) in line with proposals, strategies and donor requirements, ensure high technical quality, and provide regular reports to the Area Manager (AM) and the Program Development Manager (PDM) 
  • Manage the project budget in his/her geographical and programmatic areas of implementation 
  • Promote and share ideas for improvement and necessary changes in project activities
  • Ensure capacity building of project staff and transfer key skills
  • Liaison and collaborate with relevant local authorities and stakeholders (i.e. local authorities, other humanitarian organizations, volunteer groups)
  • Promote the rights of IDPs in line with NRC’s advocacy strategy

Specific responsibilities:

NOTE: Depending on the circumstances, the CM Project Coordinator and his/her team will be responsible for either direct implementation of NRC’s Site Management intervention or to support the existing Site Management actors (local authorities, volunteer groups, etc.) in carrying out the tasks associated with it:

Site-level coordination

  • Establish, strengthen and monitor inter-agency coordination mechanisms within the sites where NRC operates, including coordination of service provision and other defined site activities.
  • Ensure roles and responsibilities in the sites where NRC operates are clear and understood by all stakeholders (e.g. other NGOs, volunteer groups).
  • Contribute to development of  specific Standard Operating Procedures for various activities in the sites, including distributions, registration as well as for communication with communities events.

Community participation and communication with communities

  • Ensure the mobilization and participation of the site population in the site coordination system with particular emphasis on meaningful inclusion of women, children, elderly and persons with specific needs into decision-making processes.
  • Promote and facilitate accountability towards the site population, including set up of complaints and feedback mechanisms.
  • Monitor and ensure that site committees and actors working in the sites act and behave according to agreed upon Codes of Conduct.
  • Promote the site population’s self-reliance and ownership of decision-making processes.
  • Ensure that accurate and coordinated information is timely shared with the site population.

Site information management and service monitoring

  • Set up and maintain a site information management system in line with global guidelines, including sex- and age-disaggregated data collection and transparent, yet appropriate, information sharing with all relevant stakeholders in a manner that upholds the principle of confidentiality.
  • In coordination with other actors, conduct or monitor registration of the site population – if possible – and update site population data on a regular basis.
  • Monitor service provision at the site against agreed upon guidelines, standards and indicators with the view to improving quality of the response, promoting accountability of actors and ultimately upholding the dignity of the people living in the sites.
  • Apply a participatory approach to identify, analyze and prioritize site needs in order to avoid service duplication and gaps in assistance and protection. When gaps are identified in the sites, reach out to service providers and working groups and government authorities, advocating for timely and effective intervention.

Access to services for persons with special needs

  • Support the development of effective referral mechanisms in close collaboration with relevant stakeholders.
  • Ensure that services (including distributions, WASH facilities, shelters, etc.) be accessible to groups/persons with specific needs to minimize risk of violence, abuse, exploitation and marginalization.

Social cohesion

  • Where relevant, mediate and encourage dialogue between different communities/groups sheltering in the sites and the surroundings (host communities).
  • Where relevant, establish site population self-help and social support networks and promoting peaceful coexistence.

Capacity building

  • Contribute to expand among actors working in the sites the knowledge and familiarity with a number of Site Management related topics/concepts through workshops on roles and responsibilities, humanitarian standards, community participation and information management, as well as joint on-the-job best practice exercises.

Site improvement and site safety measures

  • In coordination with the Shelter/WASH department, ensure that infrastructural improvement, repair and rehabilitation of site infrastructure aimed at improving safety within the sites and enabling access to services for persons with special needs are made.

Site closure

  • Where relevant, develop a site closure and phase-out strategy and ensure it is adapted to specific site context.
  • Link up with the urban response programs and follow up on the identification of potential beneficiaries in the sites for the gradual promotion of alternative housing solutions (other than displacement sites).

Whenever required, under the supervision of the PDM, the Project Coordinator will also be responsible to liaise with humanitarian coordination bodies (e.g. OCHA, CCCM Cluster) and provide updates/insight about issues arising in the sites where NRC operates in order to support coordinated follow-up and advocacy.

Competencies

1. Professional competencies:

Generic professional competencies for this position:

  • Experience from working in a Camp Management project implementation position – ideally with supervisory responsibilities – in a humanitarian/recovery context
  • Higher education, preferably within social science or related fields of study
  • Remarkable leadership skills and ability to organize team work efficiently and effectively
  • Familiarity with community engagement and mobilization techniques
  • Political and cultural awareness, as well as good understanding of the current crisis in Ukraine.
  • Familiarity with common humanitarian coordination mechanisms and actors (OCHA, Clusters, etc.)
  • Good knowledge of MS package (word, excel)
  • Good knowledge of common data collection tools (e.g. Kobo / ODK) and information management system generally used in the humanitarian sector.
  • Ability to work under pressure, independently and with limited supervision and in compliance with basic security rules.
  • Good understanding of humanitarian compliance vis-a-vis donors and accountability to donors and affected populations
  • Diplomatic and respectful communication with various actors and stakeholders, including IDPs, government officials, volunteer groups and other NGO staff.
  • Good external representation skills.
  • Highest standards of ethics and integrity

Context/specific skills, knowledge and experience:

  • Fluency in Ukrainian and English, both written and oral
  • Valid driver’s license

We offer:

  • Type of contract: national employment contract, 5 months with the possibility of extension subject to funding availability and satisfactory performance
  • Salary/benefits: According to NRC salary scale, terms and conditions.
  • Duty station: Western Ukraine (TBD based on programmatic needs)
