National Consultant for the Diia application e-services support | ПРООН – Дедлайн подовжено

UNDP in the framework of its DIA Support Project, which is implemented with the financial support of Sweden, is looking for an individual consultant to analyse user complaints and test results, develop the thematic action plans for improvement and upgrade of several e-services that were implemented in the Diia mobile app.
In particular, the following e-services were created by the Ministry of Digital Transformation of Ukraine (MDT) in the Diia app with the support of the project:
- obtaining a certificate of insured person OK-5 and OK-7 form;
- online registration of IDP with an allocation of monthly assistance;
- e-pension certificate;
- IDP Status termination (in development).
To provide high-quality support for service implementation, the MDT is organising the first and second lines of e-services users’ support and trying to automate this procedure by creating “frequently asked questions” lists, introducing chatbots with automatic answers, and online consultations for the most common questions. To achieve good results for user satisfaction and successful/refused applications ratio, complex implementation support is required, including analysis of user feedback, planning further development and upgrading e-services. To implement these tasks UNDP DIA Support Project is looking for an individual consultant.
Required Skills and Experience:
- At least a university degree (Bachelor’s) in computer science, communication technologies, cybersecurity, or another information technology-related sphere;
- At least 5 years of experience within IT-related projects;
- At least 3 years of experience as a computer systems engineer;
- Experience in software testing is an asset;
- Experience in government IT-related projects is an asset;
- Fluent Ukrainian; working knowledge of English will be an asset.

- Financial proposal in line with the information presented in Section 4; Measurable outputs of the work assignment/deliverables;
