The Embassy of Switzerland in Kyiv is looking for a
National Programme Officer for its sustainable cities portfolio
to support the International Cooperation and Humanitarian Programmes of the Embassy of Switzerland in Kyiv
Switzerland supports Ukraine with all the instruments of international and economic cooperation (IC), of humanitarian aid (HA). Moreover, since the Ukraine Recovery Conference, which took place in Lugano in July 2022 Switzerland is committed to a transparent and inclusive reconstruction process. Since 24.2.2022, it substantially increased its support to the country, particularly in the area of humanitarian aid, expanding its budget by a factor 10, while supporting the country to address its mid to long term challenges, notably in the economic, sustainable energy management and urban infrastructure space.
In order to enable its team to fully deliver its capabilities in the field of sustainable cities, of sustainable energy management and energy efficiency, the Embassy is recruiting a National Program Officer to replace the leaving position’s holder.
The position aims at developing and managing the sustainable cities programme supporting improved urban services for the population. Topics include urban development and mobility, sustainable energy management, climate change adaptation and mitigation measures. Negotiations with partners and implementers, project monitoring and supervision, procurement and financial supervision belong to the daily business. With first hand and context sensitive expertise, the position is the cornerstone linking the national, regional and municipal partners, development and financing stakeholders and implementers, national and international, in close coordination with headquarters and Cooperation management.
You are ready to navigate between different working cultures, to build bridges between communities and to contribute to the sustainable energy, climate and urban future of your country. Energy Efficiency, both in infrastructure and at work, is a second nature. An attractive and integrative urban space with reliable services for its citizens is your tune. Mobilizing the (renewable) energies and financing in the public and private sectors cannot exhaust your own resource and will not influence your professional integrity. Project management cycle and negotiating belongs to your reliable toolbox. You have a strategic cross sector approach of which, you can convince top officials and workers at site, international cooperation colleagues in various organization and national administration, private sector and politics, then you are the one to join our team and to contribute to its success and to make it known.
Profile
- University degree (Master’s level) or comparable education in engineering in energy, mobility or urban development with a substantial understanding of Green finance and infrastructure financing policies.
- Proven substantial track record in working with international development agencies or relevant governmental and private sector organizations in the fields of energy efficiency, renewable energy, public services, municipal and communal infrastructure, urban development and climate adaptation and mitigation measures.
- Project management cycle backed up with a sound procurement, monitoring and reporting
- Agility to address different stakeholders group, simultaneously and various levels
- Deep knowledge of the Ukrainian energy, urban infrastructure landscape.
- Synthetic and strategic thinking in designing programme and sector’s strategy
- Strong interpersonal skills and team player. Intercultural and inter-professional mindset.
- Working experience with an international organization or financial institution is an asset
- Excellent communication skills in Ukrainian and English, French or German would be an asset.
- Well-structured and well organized, highly flexible with ability to work under pressure
- High degree of personal integrity and trustworthiness
- Very good computer skills (word, outlook, power point, excel social media)
