Duty Station: Kyiv, Ukraine

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context: 

Under the overall supervision of the Chief of Mission (CoM) in Ukraine and direct supervision of the National Officer (Migration and Sustainable Development), the successful candidate will contribute to implementation of IOM Ukraine economic recovery activities targeting Micro-, Small-, and Medium-Enterprises (MSMEs). The successful candidate will contribute directly to planning and implementation of project “SME Boost: Economic Integration of Internally Displaced People and business recovery” (SME Boost) funded by KfW Development Bank on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ)and strengthen enterprise development efforts of IOM Ukraine.

Core Functions / Responsibilities: 

  1. Contribute to the development, regular review and update of the SME Boost strategy and workplan, support effective implementation of the planned project activities by providing advice and technical assistance on economic recovery and socio-economic development as well as sustainability of the project activities.
  2. Coordinate development of the terms of reference for all project-related economic assessments and data collection, guide the assessment team, review and edit the reports and other written outputs resulting from the assessments.  
  3. Participate in the development of economic recovery interventions corresponding to identified gaps and opportunities including but not limited to mentorship and training programmes, business development and adaptation, job creation schemes, up-skilling and re-skilling interventions. 
  4. Undertake analytical work and prepare analytical papers for the project needs conducting literature review, consultations with the stakeholders and beneficiaries as necessary. 
  5. Contribute to design of project interventions, support development of criteria for identification of the project beneficiaries, contribute to the selection process by reviewing and assessing the business plans of project’s (potential) beneficiaries.  
  6. Liaise with the relevant government, non-governmental and business counterparts, provide technical  knowledge and advice on economic recovery for policy development as requested.
  7. Contribute to the development of proposal and resource mobilisations with a specific focus on enterprise development, diaspora engagement, skilled migration and other relevant topic. 
  8. Take part and present as requested during the project-related events (workshops, presentations, discussions, trainings, etc.).
  9. Participate in the meetings with the development partners, partner MSMEs and NGOs, relevant national and local government agencies, prepare economic briefings for such meetings.
  10. Contribute to monitoring and evaluation of the project, propose set of economic indicators to monitor project performance and advise on corrective measures as needed 
  11. Undertake field visits as necessary. 
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree or equivalent in Economics, Business Administration, Finance, Management, Development Studies or a related field from an accredited economic institution 

OR

  • University degree or equivalent in Economics, Business Administration, Finance, Management, Development Studies, or a related field from an accredited academic institution with two years of relevant professional experience.

Experience 

  • Familiarity with the Ukrainian business environment and context, understanding of the labour migration trends in Ukraine are highly desirable;
  • Knowledge and practical experience in socio-economic development, community development, business development areas are an advantage;
  • Experience working with MSMEs, national and local state authorities, development partners and civil society.
  • Strong analytical and technical writing skills; 
  • Ability to conceptualize context-relevant interventions, communicate clearly and transfer skills and knowledge to the team.

Languages

Fluency in English and Ukrainian (oral and written). Russian is desirable.

A prerequisite for taking up the position is legal residency in the country of the duty station and work permit, as applicable.
