Following Russia’s invasion of Ukraine on 24 February, large-scale active armed conflict continues in Ukraine on several fronts with a high risk of further escalation. As a result, the situation in Ukraine and the wider region remains fluid and unpredictable with conflict dynamics continuing to evolve rapidly. At present there are no apparent prospects for de-escalation or a negotiated settlement. In view of the above, the UN System including the UN Development Programme (UNDP) in Ukraine is dealing with a complex, multi-dimensional, protracted crisis in the context of the overall highly dynamic and unpredictable national and wider regional security environment. This includes a high potential for further escalation not only in the current areas of active fighting, but also considerable risk of missile strikes and shelling in and around all major urban centres across the country and key transport and infrastructure/energy strategic hubs and locations. The risk of regional escalation of tensions and/or expansion of the zone of fighting to other parts of Ukraine and to neighbouring countries remains a distinct possibility. These risks, together with the increasingly complicated regional and geopolitical dynamics, indicate an unlikely quick end to the war, thus likely resulting in severe longer term and deeper impact negative consequences on the overall security, humanitarian, human rights and socio-economic situation in Ukraine and beyond.
The UNDP responded to the war from day one, working in close coordination with the Government of Ukraine at all levels, communities and civil society, private sector and international development partners. The response includes dramatically scaled up and adapted development programmes to support the crisis response, while preparing for recovery. The UNDP in Ukraine will need to remain flexible, nimble, coordinated and able to quickly respond to emerging challenges in an increasingly politically sensitive setting, to enable timely, effective and coordinated support to national and international governmental and non-government partners working to address the worsening needs on the ground.
Country Office success in its delivery of UNDP programmes is dependent on ensuring an adequate security framework is in place. The Host Government has primary responsibility for the security and protection of personnel employed by United Nations Security Management System organizations, their eligible family members, and property. The Country Office security team, in collaboration with UNDP Security Office and regional security staff, reinforces and supplements the capacity of the Host Government where needed to enable ongoing delivery of UNDP programmes, particularly in insecure and unstable environments. Specifically, the security team ensures the integration and mainstreaming of security risk management into Country Office operations, including incorporation of security considerations into the design, implementation, monitoring and evaluation of all country office projects and programmes.
Position Purpose:
Under the strategic guidance and supervision of the Resident Representative (RR), Deputy Resident Representative (DRR), or the Senior Field Security Specialist (SFSS), the National Security Officer (NSO) provides support and guidance in security management to enable effective UNDP programme delivery throughout the country within the framework of UN and UNDP security policies and procedures while protecting and minimizing risks to UNDP personnel and operations. The NSO may supervise the Country Office GS security staff; and works in close coordination with UN Department of Security and Safety (UNDSS), security partners in other UN agencies, national and local security counterparts, counterparts in Diplomatic missions, NGOs, municipal/civic/religious and traditional leaders to exchange information and implement security programs.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Requirements:
Experience, Knowledge, and Skills
- Up to 2 years (with master’s degree) or 2 years (with a bachelor’s degree or formal multi-year security management education) of relevant security or development experience.
- Experience in the use of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of web-based management systems such as ERP.
- Previous experience working in a conflict/post-conflict or crisis environment is an asset.
- Previous experience working for a United Nations organization with knowledge of the UN Security Management System as well as UNDP business, operations and programming cycle and Country Office structure/roles and responsibilities is an asset.
Language Requirements
- Fluency in the UN language of the duty station is required
- Fluency in the national language of the duty station is required for local staff.
- Knowledge of another UN language is desirable
