Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners.  Context: 

​​​​ The International Organization for Migration is actively supporting the response to the Ukraine crisis through direct provision of health care services using mobile clinics, provision of medical supplies and commodities as well as supporting health workers’ capacity development. IOM is a key member of the United Nations Country Team (UNCT) and the Health Cluster in Ukraine and actively participates in the Health Sector Working Group.

Under the overall supervision of the Chief of Mission and the Programme Manager – (Emergency Health) and direct supervision of the Programme Officer (Emergency Health and Recovery), the National Programme Officer (Emergency Health Operations) will be required to support the IOM Emergency Health operations towards the successful implementation and monitoring of IOM Ukraine’s health and emergency preparedness and response projects in Ukraine.

Core Functions / Responsibilities: 

  1. Support the supervisor in project planning, implementation and monitoring of all IOM’s emergency health activities within the area of responsibilities by ensuring coordination with local authorities, identifying operational challenges and possible solutions, and being available for short-notice deployment to field locations as part of a rapid response team.
  2. Assist with migration health project development, monitoring and evaluation, and reporting including donor and IOM visibility materials.
  3. Assist in the development and implementation of emergency preparedness and response activities including, but not limited to:
    • The implementation of standardized direct service provision for IOM supported mobile clinics, primary health care facilities and any other host posts, including those implemented by Implementing Partners, following WHO guidelines (this includes supporting the development protocols, clinical guidelines, training modules and training of staff).
    • Support the unit in the prepositioning of stock and maintaining stock inventories. Undertake technical evaluations for the procurement of medical equipment and other goods
    • Assist, as needed, with the implementation and deployment of Rapid Response Teams including staff rosters, schedules, and so on.
    • Conduct rapid health and nutritional assessments to identify key and urgent needs as needed or directed by the health sector, ensure that all related health activities deliver quality services.
  4. Support the coordination, development and facilitation of staff trainings for emergency preparedness and response activities (this may include coordination with partners such as WHO/Health Cluster, UNFPA, UNICEF, IFRC or other IOM implementing partners).
  5. Support the coordination and operationalization of contact tracing and community-based surveillance activities as they relate to outbreak surveillance and response.
  6. In the absence of the supervisor, attend relevant coordination meetings and support the supervisor in fostering coordination and cooperation with local health authorities (including the Ministry of Health) and partners (WHO/Health Cluster, Sub Cluster Working Groups, UNICEF, as well as other actors).
  7. Provide weekly status reports of activities conducted, as well as reporting for Sit Reps like key achievements and challenges encountered through established channels of communication within the Emergency Health Unit; ensure documentation of all health and related activities.
  8. Perform such other duties as may be assigned.

 Required Qualifications and Experience

Education

  • Master’s degree in nursing, medicine, community or public health or a related field from an accredited academic institution; or
  • Bachelor’s degree in the above fields with two years of relevant professional experience.

 Experience 

  • At least two years of operational and field experience in implementing emergency health activities, including those for outbreak prevention, detection and response for migrants, refugees and displaced persons and other vulnerable groups; and early recovery or post-crisis emergency health programming;
  • Demonstrated experience in coordination and liaison with government authorities, knowledge of structures and functions of the primary health care system, and of national, UN and international health agencies and donors;
  • Experience working in the region is an advantage.

Skills

  • Excellent communication, presentation and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Office.

 Languages

Fluency in English and Ukrainian (oral and written) is required.
