 Context: 

​​​​IOM’s Migration Health programme is actively supporting the Ukraine healthcare system to strengthen health service availability, affordability, accessibility, quality and capacity, as well as availability of medicines and medical commodities in response to displaced and conflict affected communities.

Under the overall supervision of the Chief of Mission (CoM) and the Deputy Chief of Mission (Programmes) and the direct supervision of the Programme Manager – (Emergency Health), and in technical collaboration with the Supply Chain Unit, the National Programme Officer (Medical Supply Chain) will support specialised medical procurement, warehousing and supply chain management of Migration Health emergency activities. The incumbent is expected to carry out duties in accordance with the strictest ethical standards and with due respect for gender and socio-cultural sensitivities.

Core Functions / Responsibilities: 

  1. Participate in project planning and development, by working with relevant Health team and Supply Chain team members to anticipate the medical procurement and logistics needs in the mission, ensuring effectiveness and efficiency of the procurement strategy fostering provision of complex medical equipment, including vehicles, and medical devices, quick replenishment of medicines and medical supplies according to the needs.
  2. Keep abreast of global medical supply standards in close cooperation with the Migration Health Division (MHD) Head Quarters and Supply Chain Unit.
  3. Facilitate the medical procurement and distribution process in coordination with the Supply Chain Unit, emergency health officers in the field, including contributing to the development and periodic revision of Standard Operating Procedures on medical procurement, storage, adequate stock monitoring mechanism (quantification), distribution to the beneficiaries in accordance with IOMs policies and procedures, in a transparent, accountable, efficient and cost-effective manner.
  4. Observe collection of ultimate reporting documents about completeness, accuracy and quality of medical commodities received by the designated beneficiary, in accordance with IOMs policies and procedures, in a transparent, accountable, efficient and cost-effective manner.
  5. In coordination with Health and Supply Chain teams, periodically assess health logistics inventory and transportation service needs, focusing on support to various levels of health facilities, laboratory facilities, mobile medical activities, patients’ transportation, and outbreak response (infection prevention and control (IPC), deployment of specialized medical goods in relation to the project needs, etc.) required to support the health emergency response.
  6. Ensure that medical supplies for designated health interventions, including but not limited to disease outbreak response, support to engaged mobile teams, renovation of damaged medical institutions, physical rehabilitation program initiatives etc. meet all the required standards and are delivered in a timely manner.
  7. Analyze demands, prepare regular forecasts, calculate replenishment orders and initiate procurement for medical goods – devices, equipment, medicines, and other medical supplies and commodities.
  8. Ensure timely reporting on stock status to help health team with planning stock distribution and replenishment and contribute to donor reporting.
  9. Assist in managing medical warehousing and stores ensuring security and maintenance; making sure that medical stocks are kept in proper storage conditions (i.e. temperature controlled and packaging) and support enhanced capacity development for mission level electronic logistic management information systems.
  10. Ensure accurate and complete documentation is prepared for all consignments.
  11. Coordinate with Regional and Global Supply Chain Units, as relevant, on mission-level procurement in collaboration.
  12. Actively coordinate with the Supply Chain Unit in Ukraine on supply chain logistics such as freight forwarders, clearing agents, and customs, to ensure that cargo is managed at all points of the supply chain to avoid any unnecessary delays in delivery; this includes coordination and follow up of the last mile delivery in Ukraine.
  13. Provide technical support and capacity building to relevant IOM Health implementing partners and relevant Ministry of Health and Health Cluster stakeholders in the field of medical product supply chains.
  14. Supervise staff with integrity and foresight, and in accordance with Human Resources procedures and policies to ensure that they maintain the highest standards of accountability and professionalism. Ensure that all medical supply chain and relevant programme staff are adequately trained.
  15. Perform such other duties as may be assigned.

 Required Qualifications and Experience

Education

  • ​Bachelor’s degree in the above fields with two years of relevant professional experience.; or
  • Master’s degree in Health (Medicine, Nursing), Pharmacy, Public Health, Biomedical Engineering or a related field from an accredited academic institution;​​
  • Professional certificate in Supply Chain Management or Certification in Medical Logistics is highly desired.

 Experience 

  • Logistics and management experience in emergency and/or development context;
  • Experience working in a cross-cultural setting, preferably in the logistics sector;
  • Advanced planning, coordination, assessment, analytical and problem solving skills;
  • Knowledge of Humanitarian Essentials, Sphere Standards and other international humanitarian health guidelines and protocols such as those from the World Health Organization;
  • Able to oversee multiple tasks, prioritizing and delegating as required;
  • Excellent interpersonal skills, ability to work both independently and as a member of a team;
  • Strong organizational abilities, advanced level of MS package (including Excel) and excellent written and verbal communication skills;
  • Understanding of international  medical  standards and protocols is desirable;
  • Experience in supervising staff and coordinating administrative activities.

 Languages

Fluency in English and Ukrainian (oral and written) is required.
