Duty Station: Kyiv, Ukraine

Classification:  National Officer, Grade NO-B

Type of Appointment: Special Short-Term, Six months with the
 possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

IOM Ukraine started the Protection Programme in 1998 as the Counter-Trafficking Programme to support government and civil society efforts to combat human trafficking and to ensure survivors’ access to assistance and justice. IOM’s priorities have shifted in response to the significant changes in the Ukrainian migration context; nowadays IOM offers individual case management and direct service and assistance provision for persons with protection needs because they have experienced trafficking, gender-based violence, exploitation, or conflict-related violence and human rights violations; prevention efforts through awareness-raising and community outreach; and capacity development that contributes to humanitarian and development response goals.

Under the overall supervision of the Chief of Mission (CoM) in Ukraine and the direct supervision of the Senior Protection Coordinator, the National Protection Officer will be responsible and accountable for the Protection Programme.

Core Functions / Responsibilities:

  1. Work closely with the Senior Protection Coordinator to define and achieve the Protection Unit’s operational objectives and manage administrative structures, such as staff recruitment and supervision, resource mobilization and planning, monitoring quality of activities and adapting of response to different needs and contexts. This also includes making recommendations for corrections and improvement.
  2. Supervise assigned staff, providing necessary oversight for the whole project cycle and addressing skills and knowledge gaps.
  3. Reinforce among staff the Protection Unit’s compliance of IOM’s procedures and processes and application of good practices.
  4. Support the Protection Unit in providing quality leadership of and substantive input to technical working groups and policy platforms connected to the government, UN, humanitarian coordination, and other entities; in particular contribute to needs analysis, response planning, and reporting.
  5. Strengthen collaboration with other IOM units to implement a spectrum of activities (for humanitarian, recovery and development settings), have joint programming and a coordinated approach.
  6. Ensure coordination with other IOM units and the mainstreaming of protection across all IOM Ukraine’s interventions in line with IOM internal guidance into overall IOM response and decision-making.
  7. Participate in the Mission’s Protection from Sexual Exploitation and Abuse (PSEA) efforts by providing information to staff and reinforcing reporting procedures among staff.
  8. Undertake frequent duty travel to very challenging areas.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s Degree in Social Sciences, International Relations, Political Science, Education, Law and International Relations or related field from an accredited academic institution with at least four years of relevant professional work experience

OR

  • Master’s degree in Social Sciences, International Relations, Political Science, Education, Law and International Relations or related field from an accredited academic institution with at least two years of professional experience.

Experience

  • Extensive work experience in the thematic area of protection, including countering human trafficking, exploitation, and gender-based violence, showing increasing levels of managerial responsibility.
  • Experience contributing to the whole project cycle (proposal narratives and budgets, activity implementation, reporting, internal and external relations, monitoring and evaluation). 
  • Significant experience in managing staff, supervising and coordinating responsibilities and tasks to achieve a high-quality level and optimum performance.
  • Experience in liaison and cooperation with governmental authorities, UN partners and NGOs, as well as other internal and external stakeholders.
  • Field experience in complex humanitarian emergency response and post-conflict environment, particulalry related to internal displacement and refugees.

Skills

  • Knowledge of migration, displacement, humanitarian response, and protection-related subject areas, as dealt with by the Organization in Ukraine.
  • Excellent ability to self-manage, collaborate staff in senior and junior positions, produce and make recommendations on.
  • Ability to learn quickly new thematic areas and workstreams related to the protection work in a variety of contexts.
  • Demonstrated proficiency in computer skills, especially in MS Office (Excel, Outlook, Word etc.) and database systems such as Salesforce.
  • Superb communication, writing, and strategic and critical thinking skills in English.

Languages

For this position, fluency in English and Ukrainian is required (oral and written).
