Position Title: National Programme Officer (MBG)

Duty Station: Kyiv, Ukraine

Classification: National Officer, Grade NO-B 

Type of Appointment: Fixed-Term, One Year with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission and the direct supervision of the Senior Programme Officer (IBG), the successful candidate will be responsible for ensuring coordination and smooth implementation of projects activities, including capacity building and high-level Government liaison in relation to IOM-implemented projects in the sphere of Migration and Border Governance (MBG).

Core Functions / Responsibilities:

Coordinate the overall implementation of the projects in the Migration and Border Governance (MBG) portpolio, including the oversight of the financial, logistical, administrative and technical aspects in accordance with IOM’s policies, practices and global standards as well as relevant requirements, guidelines and grant agreements.

Lead the planning, implementation and monitoring of infrastructure projects within the MBG programme through supervising engineers and other project staff. Document and evaluate results, identify the causes of deviations and bottlenecks and recommend and implement corrective actions.

Serve as IOM’s liaison person with state agencies and ministries responsible for the areas of migration and border governance, customs and trade facilitation, and rule of law. Liaise with relevant government officials to facilitate the planning, implementation and monitoring of IOM projects in the MBG sphere.

Identify potential areas for project development and contribute to the development of new projects for the existing and potential donors by analyzing problems and needs, selecting and summarizing background information, assessing the local context and drafting segments of project proposals.

Support the MBG programme coordinator in liaising with donors concerning the development of new initiatives, project implementation, monitoring and reporting, as well as communication and coordination with relevant state agencies.

Liaise with relevant international networks, embassies, UN agencies, and international organizations active in the border and migration governance sphere in Ukraine in order to avoid overlaps and ensure complementarity and synergies in related project activities.

Coordinate the elaboration and dissemination of reports for donors, government and other relevant stakeholders ensuring timely submission and compliance with donor and IOM requirements.

Participate in relevant conferences, working groups, workshops, steering committees, and other forums related to the MBG programme and represent IOM.

Supervise, train, and guide project staff, and ensure quality control of project documents produced by project teams.

Participate in the development and adjustment of methodologies, contingency plans, approaches and standard operations procedures to respond to emerging challenges in the county through a consultative process with other relevant parties in the office.

Liaise with other IOM units in project development and implementation as required.

Undertake duty travel as required related to project implementation and monitoring.

Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience; or

Master’s Degree in above-mentioned fields with at least two years of relevant professional work experience.

Experience

Experience in developing and implementing various types of capacity development activities.

Experience in supervising and monitoring the work of the project staff, ensuring quality control of the documents being produced within the project.

Experience in IOM administrative and financial management, including contracting, budget monitoring, budget revision, budget forecasts, tendering and project extension.

Experience in liaising with governmental counterparts, including high-level officials.

Experience in producing different types of reports, including inside the organization, as well as for governmental counterparts and donors.

Experience in the usage of office software packages (MS Word, Excel, etc.).

Skills

In depth knowledge of a broad range of migration and border governance related subject areas.

Good managerial, reporting and representation skills.

Good navigation in Ukrainian legislation in the sphere of migration and border governance.

Knowledge of the organization’s financial rules and regulations.

Good communication skills to establish and ensure further maintenance of relations with high level officials from government counterparts.

Languages

For all applicants, fluency in English and Ukrainian is required (oral and written).
