 Position Title:National Project Support Officer – Migration Health

Duty Station:Kyiv, Ukraine

Classification:National Officer, Grade NO-A

Type of Appointment:Fixed-term, one year with possibility of extension

 Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 Context: 

Under the overall supervision of the Chief of Mission (CoM) in Ukraine and direct supervision of the Chief Migration Health Officer (CMHO); and, in collaboration with relevant units at Headquarters and the Regional Health Assessment Program, the successful candidate will be responsible and accountable for managing the  administrative functions of migration health assessment program in Ukraine.

Core Functions / Responsibilities:

  1. Assist in the coordination and monitoring of the operational, administrative and financial aspects of the migration health assessment program in accordance with IOM policies and practices as well as donor’s requirements.
  2. Keep CMHO informed on the status of project implementation; identify gaps and suggest actions to improve implementation.
  3. Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operating procedures, quality management and compliance.
  4. Coordinate the collection, verification and analysis of health assessment data and background information; update information management systems on project related activities including migrant scheduling, monthly, quarterly and annual reporting,
  5. Coordinate timely preparation and dissemination of migration health assessment reports and statistics in accordance with IOM procedures and requirements from receiving countries, when required,
  6. Liaise and coordinate with partner health institutions, laboratories, embassies, local authorities and stakeholders and government counterparts at appropriate project implementation level
  7. Monitor the financial status of all migration health assessment projects, and regularly report to CMHO. Prepare regular financial reports and take action to resolve anomalies and unusual trends. Ensure compliance with IOM administrative and financial policies, procedures, rules and regulations.
  8. Advise the CMHO on administrative and financial matters related to migration health division including management of collection of fees and expenses, and, if necessary, recommend possible improvements to strengthen internal monitoring, evaluation and control systems to improve efficiency and effectiveness.
  9. Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff, government and partner health institution and migrants.
  10. Attend relevant migration health assessment related conferences, workshops, working groups, interagency coordination meetings, and other forums,
  11. Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents,
  12. In absence of CMHO, supervise and manage day to day HAP operations and provide support to staff.
  13. Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.
  14. Perform other related duties as required.

 Required Qualifications and Experience

 Education

  • Bachelor’s degree in Political or Social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or,
  • Master’s degree in the above-mentioned fields

 Experience 

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Languages

For this position, fluency in Ukrainian and English is required (oral and written). Knowledge of a second official UN language is desirable.
