Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Almost eight years after the onset of the crisis in eastern Ukraine, the level of intensity across the entirety of country has escalated. Since significant escalation in violence in February 2022, damages are now spread country-wide, while internal displacement has reached approximately 5.35 million. This is likely to increase as fighting continues to intensify, including targeting of civilian and residential infrastructure. New waves of displacement and the deteriorating living conditions of the most vulnerable will continue to exacerbate in the current context requiring urgent support in the assessment and reporting of displacement and multi-sectoral conditions across the country.

In this context, the IOM Ukraine’s Displacement Tracking Matrix (DTM) is looking for an Assessment Coordination National Officer. Under the direct supervision of the Programme Manager DTM and the overall supervision of the Programme Manager (IM&MEL), the successful candidate will be in charge of addressing and responding to information management needs within the framework of supporting displaced and vulnerable persons affected by communal conflict and violence. S/he will support DTM in the creation, deployment, implementation and dissemination of data processes for a large range of data collection activities, focusing mainly on rapid needs assessments in the East and South regions of Ukraine.

Core Functions / Responsibilities:

  1. Assist in the coordination and monitoring of the operational and administrative aspects of the project in accordance with IOM policies and practices as well as donor’s requirements.
  2. Participate in the development and adjustment of work plans, project budgets, assessment tools and standard operating procedures while identifying gaps and suggest actions to improve implementation of assessments.
  3. Implement the planning, collection and verification of data and background information; update information management systems on project related activities including project implementation, progress monitoring and quality control initiatives.
  4. Participate in the development of standard data tools (databases, data collection tools, mobile data collection tools, automated analysis) – or, when existing, promote the use of standard assessment data tools – for Country Offices and the Regional Office – and monitor coherent and timely use of tools.
  5. Support the setup, definition, and harmonization of data collection and dissemination processes and standards of data collection and data reporting.
  6. Coordinate field operations across eastern and southern regions of Ukraine, including overseeing field work of Field Coordination Specialists and implementing partners, where relevant. Theis includes, but is not limited to, keeping informed of rapidly evolving security conditions, coordination with responsible hubs and serving as a core link between team coordination and field units.
  7. Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts.
  8. Contribute to the planning, development, organization, and delivery of capacity building activities targeting IOM staff, government, and civil society partners, implementing partners and communities.
  9. Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums.
  10. Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.
  11. Perform other related duties as required.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Supply Chain, Logistics, Political or Social Sciences, International Relations, or related fields from an accredited academic institution with two years of relevant professional experience; or,
  • Master’s degree in the above-mentioned fields

Experience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations is required;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups is highly advantageous; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Languages

Fluency in English and Ukrainian is required.
