Purpose of Activity/Assignment:
Social services play an important role in provision of social development of society, re-socialization, and support to vulnerable families and children, prevention of vulnerability for substantial part of Ukrainian citizens. A critical constituent of the social services provision system reform is ensuring on the community level: a) efficient of budget funds spending, which are used to finance social services in communities; b) defining priorities in provision of social services as the basis of budget planning at the local level.
Today in Ukraine a number of reforms are being introduced, which are designed to radically change the system of public services. The implementation of these changes requires adequate financial support from the state and local budgets, the development of new financial mechanisms. On an ongoing basis, it is necessary to carry out an analysis of draft legislation and changes in legislation that regulates budget issues and peculiarities of financing social expenditures, analysis of the status of implementation of expenditures of the social sector. This will allow to promptly monitor the changes proposed by the Government, to forecast the consequences of their implementation and will create the basis for preparing their own proposals for improving the current legislation.
Deliverables:
Tasks/Milestone: Ongoing analysis of draft legislation and proposed changes to the current legislation that regulates budget issues and peculiarities of financing of social sectors expenditures.
Deliverables/Outputs: Preparation of a monthly analysis of legislative changes that may have a potential implication on budgets for children.
Date: Ongoing
Tasks/Milestone: Trekking of public expenditures and revenues in child related sectors including at sub-national level where possible in the context of the ongoing decentralization reform.
Deliverables/Outputs: Monthly analytical report on child related sectors including at sub-national level where possible.
The database of revenues and expenditures that relate to child focused areas at state and local level is developed on the basis of the official reports of the State Treasury Service of Ukraine;
Date: 25 March 2018
Tasks/Milestone: Development of the recommendations on the possible improvements of public finance system at national and sub-national level in child related sectors in relation to adequacy, efficiency, equity and transparency.
Deliverables/Outputs: At least 5 policy recommendations on possible improvements of public finance system at national and sub-national level in child related sectors in relation to adequacy, efficiency, equity and transparency are developed.
Date: 25 January – 25 March 2018
Tasks/Milestone: Preparation of the feasibility study Public Finance for Children diagnostic tools are progressively applied at local level.
Deliverables/Outputs: The feasibility study of Public Finance for Children diagnostic tools’ application at local level is developed including necessary recommendations.

Qualifications/specialised knowledge/experience required to complete the task:
- Masters degree in finance/economic/data analysis, social research, statistics, or any other related technical field
- At least 5 years experience professional experience in PFM at national and local level
- At least 5 years of experience in developing capacity of national and sub-national professionals in improving local budgets effectiveness and transparency.
- Advanced knowledge of Ukrainian budget system, inter-governmental fiscal relationships, budget cycle, treasury system, budget related legislation.
- Proficiency in applying Performance Based Budgeting (PBB) at the local level.
- Experience in analysis and tracking public expenditures at state and sub-national levels;
- Good analytical and writing skills.
- Knowledge of English at working level is an asset but not required.
