Type of Appointment: Fixed-term, one year with possibility of Extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Misson and the Deputy Chief of Mission (Programmes) and the direct supervision of the Operations Coordinator (T&R), the incumbent will supervise and manage the implementation of projects under the Community Participation and Cohesion (СPC) Programme situated with IOM Ukraine’s Transition and Recovery Unit. The incumbent will further provide strategic guidance and technical support to project teams to facilitate the development, implementation, and monitoring of activities related to social cohesion, community stabilization, durable solutions, and relevant thematic areas.

Core Functions / Responsibilities:

  1. Coordinate the implementation of the CPC projects on financial, logistical, administrative, and technical aspects in accordance with IOM’s policies, practices an standards as well as relevant requirements, guidelines and grant agreements.
  2. 2. Provide technical guidance to the project teams for the successful start-up, implementation, monitoring, and closure of projects in line with project objectives and targets.
  3. 3. Develop tools and operational guidance to streamline internal review processes, enhance project implementation, and increase overall programme efficiency.
  4. Support the design of strategy documents and frameworks to foster programme coherence and mainstream key programming approaches principles, including inclusive and participatory governance, community engagement and social cohesion across project activities and other IOM programmes.
  5. Identify opportunities for programmatic growth, team development, donor visibility, and improved coordination.
  6. Identify potential areas for project development and contribute to the development of new projects by drafting of concept notes and sections of project proposals.
  7. Coordinate with IOM programmes through multi-sectoral projects, government entities, implementing partners, United Nations agencies, civil society, donors and other stakeholders.
  8. Plan, develop, organize and deliver training to build capacity of staff, partners, government officials, and other actors.
  9. Represent the CPC programme through participation in relevant conferences, working groups, workshops, steering committees, working groups, and other forums.
  10. Undertake duty travel as required related to project implementation and monitoring.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience; or,
  • Master’s degree in the above-mentioned fields with two years of relevant professional experience.

Experience

  • Proven experience in supervising teams for the implementation of projects;
  • Experience in developing and administering projects, including the monitoring of project expenditure and implementation;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Experience throughout the project cycle, including project design, implementation, monitoring, evaluation, and reporting.

  • In-depth knowledge of programming principles and approaches, such as conflict sensitivity, community-based planning, gender mainstreaming, disability inclusion, youth empowerment. ;
  • Strong ability to liaise with governmental authorities, national/international institutions, United Nations agencies and non-governmental organisations;
  • Ability to understand, develop and implement administrative and financial control procedures;
  • Proven drafting, writing, and reporting skills; confident user of the Microsoft Office Suite.

Languages

For all applicants, fluency in English and Ukrainian is required (oral and written).
