Duty Station: Dnipro, Ukraine
Classification: National Officer, Grade NO-A
Type of Appointment: Special Short-Term, six months with the possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

​​The IOM Ukraine Protection Programme started in 1998 as the Counter-Trafficking Programme to support government and civil society efforts to combat human trafficking and to ensure survivors’ access to assistance and justice. IOM’s priorities have shifted in response to the significant changes in Ukrainian migration context; nowadays IOM offers individual case management and direct service and assistance provision for persons with protection needs because they have experienced trafficking, gender-based violence, exploitation, or conflict-related violence and rights violations; prevention efforts through awareness-raising and community outreach; and capacity development that contributes to humanitarian and development response goals. 

​Under the overall supervision of the Chief of Mission and with the direct supervision of the Protection Officer (Returns), the incumbent will be responsible for guiding IOM protection field teams regarding the provision of services for protection cases and contributing to the implementation of a wide range of protection field activities in specific locations/oblasts.​ 

Core Functions / Responsibilities:

  1. ​​Closely coordinate with senior protection managers and the National Protection Officer to achieve effective and timely programmatic implementation of protection-related programming in specific locations of Ukraine, in emergency and non-emergency operations. 
  2. ​Advise protection field staff and partners on direct assistance for protection cases including those who have experienced war-related violence, need better access to rights and humanitarian assistance, victims of trafficking, exploitation, gender-based violence, child protection cases, or cases of third country nationals in Ukraine. This may include strengthening identification and referral mechanisms, especially at the local/oblast level. 
  3. ​Guide the field teams in the implementation of other protection activities, such as capacity building, awareness raising and community engagement, and protection assessments. This includes but is not limited to providing technical and administrative guidance, supervision, monitoring the work of field staff and implementing partners.     
  4. ​Provide technical expertise and liaise internally and externally with counterparts, partners, authorities, and other key stakeholders at various events and in coordination structures and platforms at national and sub-national levels, for emergency and post-crisis operations, on protection messaging, mitigating protection risks, and improving assistance.  
  5. ​Support the Protection Unit’s overall coordination of voluntary return and reintegration services for victims of trafficking, vulnerable migrants and conflict-affected population to ensure identification and assistance is provided and understood by the beneficiaries; timely transfer of confidential information to receiving or supporting NGO and/or health care providers, and to be responsible for financial reports. 
  6. ​Support IOM’s capacity building efforts internally and externally e.g. by training staff, NGO partners, authorities and other relevant stakeholders on protection thematic areas (e.g. beneficiary identification and referrals for specialized protection services, humanitarian principles, protection mainstreaming.)  
  7. ​Monitor the data entry quality and accuracy relevant to protection activities and ensuring protection staff and partners adhere to IOM data protection guidelines.  
  8. ​Undertake duty travel based on programme needs. 
  9. Perform such other duties as may be assigned. 

Required Qualifications and Experience

Education

  • Master’s Degree in Social Sciences, International Relations, Political Science, Education, Law and International Relations or related field from an accredited academic institution.  

OR 

  • Bachelor’s Degree in the above mentioned field from an accredited academic institution with at least two years of relevant work experience. 

Experience

  • ​​Extensive work experience in the thematic area of countering human trafficking and leading field teams and protection staff. 
  • ​Experience in protection mainstreaming, GBV, disability and other protection topics. 
  • ​Experience in supervision of field staff and monitoring of implementing partners, as well as rigorously applying internal guidance to financial and administrative procedures linked to the provision of direct assistance services.   
  • ​Work experience on a range of protection thematic areas, such as migrants in vulnerable situations, gender-based violence and child protection. 
  • ​Experience in liaison and cooperation with other IOM missions, governmental authorities, NGOs and other stakeholders.  
  • ​Exposure to emergency responses and work related to internal displacement.  
  • Previous work experience in IOM or a UN agency is preferable.

Skills

  • ​​Extensive knowledge of migration- and protection- related subject areas dealt with by the Organization in Ukraine, especially in the counter-trafficking field.   
  • ​Ability to learn quickly new thematic areas and workstreams related to the protection work of IOM in a variety of contexts.  
  • ​Good communication and writing skills in English.  
  • Proficiency in computer skills, especially in MS Office (Excel, Outlook, Word etc.) and experience in working with databases and online applications. 

Languages

Fluency in English and Ukrainian (oral and written) is required.
