TERMS OF REFERENCE
FOR THE CONSULTANCY CONTRACT OF: PSEA and Gender National Consultant
- Duty Station: Ukraine (homebasedwith frequent travel around Ukraine)
- Duration: 5 months, with possibility of extension subject to availability of funds and satisfactory job performance
- Nature of the consultancy: Category A Consultancy
Under the overall supervision of the Chief of Mission and the direct supervision of the National Programme Officer (Gender and Diversity) and Senior Programme Assistant (PSEA, Gender and Diversity), the Consultant will contribute to the delivery of capacity building activities on PSEA and Gender in IOM Ukraine, as well as capacity assessment of IOM’s implementing partners.
- Project Context and Scope:
IOM aims to mainstream PSEA (prevention of sexual abuse and exploitation), and advance gender equality in all aspects of its work. The Organization aims to take a whole-of-organization approach that responds to the emerging contexts and discourse on gender and migration. This includes ensuring that gender equality is core to IOM’s organizational culture, is prioritized in decision-making at all levels and across all areas and is mainstreamed into all planning and processes.
In order to achieve this, IOM Ukraine has a draft PSEA Action Plan and Gender Action Plan that is relevant to all the mission projects and aims to work on several aspects to ensure quality and coherence of PSEA and gender-inclusive approaches in all of IOM’s work. One of this is continually building capacity of beneficiaries in collective centers on issues about signs of misconduct of humanitarian workers, the way of reporting through the platform WEAREALLIN and promoting a safer environment for all community members, including through staff training across the Organization on the links between the cross-cutting issues such as gender and PSEA, and on the promotion of gender equality and its linkages with sex, disability, race, ethnicity, and age inclusion in the workplace.

- Category A Consultants: Tasks to be performed under this contract:
- Support PSEA Awareness Raising Sessions:
- Plan, develop, and deliver PSEA awareness raising sessions for field staff, partners, coordination mechanisms, and other relevant stakeholders at collective centers across Ukraine.
- Capacity Building:
- Support assessments to identify gaps and training needs related to PSEA and gender equality;
- Support gender capacity building efforts through a variety of models, methods and materials delivered in multiple accessible formats: trainings, webinars, short sessions etc both to staff and implementing partners
- Collaborate with Stakeholders:
- Facilitate communication and potential collaboration with other relevant stakeholders, including NGOs, social media influencers, local authorities, and media companies.
- Liaise with relevant RO and HQ to revise PSEA and gender equality tools and activities as requested.
- Attend relevant clusters, sub-clusters, or working groups in the fields (online and in person).
- Support the identification of local NGOs (women lead organizations, organisations supporting Roma community, LGBTIQ+ , people living with HIV etc) and introducing them to sector team.
- Draft Case Studies:
- Support the drafting of case studies to capture best practices and generate knowledge and evidence on PSEA and gender equality in humanitarian action.
- Develop Key Messages:
- Contribute to the development of key messages and talking points on PSEA and gender equality for meetings, webinars, and other events.
- Data Collection and Use:
- Support the collection and use of data to inform PSEA and gender equality programming;
- Analyse and interpret the political and socio-economic environment relevant to gender equality and equity, women’s empowerment and men engagement and identifies opportunities for IOM intervention;
- Perform initial literature reviews (secondary data) by identifying pertinent publications, summarizing key findings.
- Technical assistance:
- Technical assistance to conceptualize and operationalize gender mainstreaming in IOM’s sector programming in the fields covering East and South: Health, WASH, Shelter, MSDL, MHPSS etc.
- Conduct regular site visits with sector teams to review response implementation, to identify priority issues affecting the quality and effectiveness of IOM’s response from gender and diversity perspective.
- Share Key Messages:
- Continually share key messages on PSEA and gender equality during relevant trainings, staff and program meetings, through newsletters, and email messages, in close coordination with PSEA officers.
- Perform such other related duties as assigned.
- Performance indicators for the evaluation of results
40 hours of work per week
- Education, Experience and/or skills required
- Postgraduate education in one of the subjects relevant to protection and specifically gender, such as Sociology, Political Science, Development Studies, Anthropology or other social studies, Gender Studies, Human rights Law, International Relations, Development Studies or similar, or equivalent with at least 2 years of work experience on gender mainstreaming in both humanitarian and development contexts;
- Excellent understanding and experience of work in migration and displacement contexts;
- Fluency in Ukrainian and working proficiency of English, both verbal and written, required.
- Previous experience of work related to Camp Coordination and Camp Management, PSEA;
- Strong experience of conducting capacity building (trainings, workshops, webinars etc);
- Previous experience with UN agencies is an asset.
- Travel required
Yes, for in-person awareness raising activities and meetings with local NGOs all over Ukraine.
