NORC at the University of Chicago seeks a Performance Monitoring Specialist for the USAID Ukraine Monitoring and Learning Support Contract.
Position Description
The Performance Monitoring Specialist is a full-time position in the USAID Ukraine Monitoring and Learning Support (UMLS) contract. This collaborative project will assist the USAID Regional Mission for Ukraine and Belarus to implement its Country Development Cooperation Strategy and development objectives through policies, strategies, and program practices that support Ukraine on its Journey to Self-Reliance. The Performance Monitoring Specialist will oversee technical assistance focused on performance monitoring systems. This is a position based in Kyiv, Ukraine. Women are strongly encouraged to apply.
Position Duties and Responsibilities
The Kyiv-based Performance Monitoring Specialist will support USAID and implementing partner staff with project development and activity-level indicators, theories of change, and MEL plans to be incorporated in to Mission performance monitoring plans (PMPs).
The person in this position will work closely with the UMLS Performance Monitoring & Learning Team, including the Senior Performance Monitoring and Learning Specialist, Monitoring and Learning Officer, and Data Analyst. The person in the position will also collaborate with staff across the entire UMLS team as required to ensure holistic and proactive service to the client. This position may also include supervision responsibilities.
Key responsibilities include:
- Developing, reviewing and revising performance indicators across multiple sectors
- Reviewing PMP data, including baseline data collection and performance indicator data, and ensuring data quality and utility of all data.
- Creating, reviewing, and refining results frameworks and logic models.
- Developing data collection instruments and overseeing data collection activities.
- Analysis of performance data and data visualization to facilitate the use of data.
- Promoting the use of data for evidence-based, programmatic decision-making.
- Providing technical assistance and capacity building to USAID and IPs on all aspects of performance monitoring.
- Developing strong, trust-based relationships with key Mission stakeholders by promoting dialogue and learning around issues
- Working with senior project staff and the client to develop approaches to new tasks, leading delivery of tasks as required or appropriate
- Supporting collaboration across Mission-internal teams and external implementing partners (IPs) working to achieve integrated Development Objectives (DOs).
- Facilitating collaboration with international experts as needed.
- Assisting USAID staff with data quality assessments and site visits to address activity performance.
- Preparing written reports.
- Managing the UMLS Activity’s Monitoring Evaluation and Learning Plan.
- Other duties as assigned.
Position Requirements
Qualifications
- Master’s Degree in a related field or a Bachelor’s degree and an additional 2 years of related professional experience.
- 5+ years of experience designing and implementing performance monitoring systems of complex international development projects.
Experience and Skills
- Experience in indicator development, data collection and analysis, data quality assessments, and statistical methods.
- Experience developing PMPs, logical frameworks, results frameworks, and M&E plans at both an activity and program-wide level.
- Experience using monitoring data to review programming, trends, and activity needs and willingness to be flexible and adaptable to respond to new information.
- Experience collecting appropriate development data from third party sources.
- Familiarity with USAID performance data information systems.
- Familiarity with USAID Regional Mission for Ukraine and Belarus.
- Strong client engagement skills grounded in proactive service and follow through.
- Strong teamwork, interpersonal, communication, and presentation/facilitation skills.
- Strong written and spoken English skills required and Ukrainian and/or Russian.
- Experience supervising others is preferred.
- Experience in training and other capacity building activities is preferred.
- Familiarity with USAID’s Evaluation Policy and CLA practices is preferred.
