Position Title: Notetaker in English and Ukrainian  

Reports to: Sr. Evaluation Specialist  

Description of Consultancy 

EnCompass LLC is implementing the seven-year United States Agency for International Development (USAID) Ukraine Monitoring and Learning Support Contract (UMLSC), providing a range of analytical and advisory services in support of USAID’s design, performance monitoring, evaluation, and operational learning and adapting efforts.  

Under UMLSC EnCompass has been tasked to undertake a mid-term performance evaluation of the State-Owned Enterprises Reform Activity (SOERA). The purpose of this evaluation is to assess the effectiveness, as well as efficiencies and unintended effects, of SOERA implementation since the start of the Activity.  

EnCompass seeks a Notetaker(s) to support the SOERA evaluation team. S/he should have excellent writing skills in Ukrainian and English, be able to take detailed notes of meetings in both languages, edit and/or summarize written notes from the meetings.  Understanding of Ukraine’s public sector and reforms context, prior experience of participation in research/evaluation assignments will be an asset but is not required. 

Position Duties and Responsibilities 

  • Receive a briefing from UMLS evaluation team on the context of SOERA work and evaluation tasks to familiarize notetaker with topics of the meeting and terminology.  
  • Support the evaluation team during the meeting/interview with detailed notetaking.  
  • Accompany evaluation team during in-person meetings in Kyiv and Kyiv oblast and take detailed noted of the meeting in English or Ukrainian   
  • Be present during the online meeting and take detailed noted of the meeting in English or Ukrainian   
  • Format and edit notes after the meeting according to instructions from Evaluation Team Lead or Deputy Team Lead.  
  • Prepare abbreviated summary of the notes as needed 
  • Proofread and edit the notes or transcripts of the meetings prepared by Artificial Intelligence tools;   

Period of Performance 

Level of Effort (LOE) is approximately up to 30 days from September 2 to October 30, 2024. 

Travel 

This consultancy will support the data collection for evaluation in Ukraine, some travels in Kyiv and Kyiv oblast may be required.

Qualifications  

Academic Qualifications 

  • A minimum bachelor’s degree in public administration, international development, social science, English philology or a related field 

Experience and Skills 

  • Excellent writing skills in Ukrainian and English 
  • Demonstrated experience in making fast and detailed notes of meetings in English and Ukrainian.  
  • Demonstrated experience in effective written and oral communication in English and Ukrainian 
  • Good understanding of Ukraine’s public sector and reforms context is a plus 
  • Inter-cultural communication competences, politeness, responsible attitude and attention to details are essential for this role 
  • Fluent English and Ukrainian
