PROGRAM BACKGROUND

Handicap International “HI” (operating as Humanity & Inclusion) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.

After a field assessment by Atlas Logistique/HI’s logistics platform experts in Vinnytsia in March 2022, HI is setting up a comprehensive logistics platform project including two services: storage and transport in Vinnytsia for INGOs, LNGOs and UN agencies.

General Mission

Ensures the internal and external administrative compliance of the platform’s operational procedures.

Missions/Responsibilities

The Administrative Project Officer will be directly supervised by the Platform Project Manager, he/she will be in charge:

Mission : Data follow up and monitoring

  • Is/she responsible for collecting and checking the validity of all the suppliers documents
  • Ensure compliance with federal, provincial, and territorial laws
  • Ensure compliance with the HI Platform’s Procedures
  • Ensure the data collection and the well entry in the different data base in terms of Storage and Transport (Excel)
  • He/she responsible to collect, records and update the attendance sheet from the field
  • Explains to carriers the clauses of contracts of carriage.
  • Provides communication and identification tools for conveyors/conveyors (GPS, Tracker, Mission Order etc.)
  • Have the carriers/conveyors complete the loan documents and ensure their return.
  • Collecting and integrating supplier information into the “Contract monitoring” database.
  • Maintains up-to-date database for daily workers

Mission 2; Administrative follow up

  • Ensures the administrative and HR relationship between the Project Manager and the Admin.
  • Check carrier invoices before giving them to the Project Manager for validation.
  • Edit receipts in advance and supplier payment balance receipts.
  • Handles the management of the paper mill and the follow-up to the basic needs for the transport activity.
  • Ensures the follow-up of human resources presence.
  • Regularly or at the request of its hierarchy, reports and statistics on transport activities.
  • Proposes modifications of tools and formats, participates actively in the dynamics of continuous improvement and search for efficiency of the platform project.
  • Ensure good communication between operation and admin/Finance

Mission 3: Representation

  • Participates in weekly meetings with carriers.
  • Participates in conveying a professional and cordial image to partners and carriers.

Qualification(s):

 

  • Supply Chain diploma (2 years’ higher education)
  • Qualification in the field of supply, legislation process regarding supply
 

Experience (type and amount of experience) :

 

 

  • At least one year’s experience of administration or data entry (NGO or private company)
  • Very good knowledge of the federal, provincial, and territorial laws
  • Experience with an international NGO is a plus

 

 

  • Previous experience with HI.

 

Skills (knowledge, abilities required for the position, refer to skills repository document) :

 

  • Very good knowledge of Excel (will be tested)
  • Proficient: Microsoft Word, Excel, PowerPoint
  • Good translation and explanation skills

Salary: As per HI salary scale

Duration of Contract: 2 months with possibility of renewal based on performance and funding availability.
