PROGRAM BACKGROUND
Handicap International “HI” (operating as Humanity & Inclusion) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster.
HI is currently opening a multi-sectoral life-saving assistance to displaced and non-displaced populations in Ukraine such as : Protection, shelter, health, NFIs, food security and livelihoods, water, sanitation, hygiene, and education and strengthening and supporting access to mental health and psychosocial support; provision of basic and domestic items including food, unrestricted cash assistance, and core relief items.

General Mission
The Technical Rehabilitation Officer contributes to the implementation of Humanity & Inclusion’s mandate and 10-year strategy in his/her home country. He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project(s) concerned are optimised. He/she works closely with the programme’s technical team.
Missions/Responsibilities
Responsibility 1-Expertise
- Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within its sectoral perimeter
- Provides appropriate technical guidance and support to project managers and/or specialists
- Ensures that the project(s) activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.
- Adapts project documentation as required in accordance with global technical norms and standards
- Contributes to the regular reporting of the technical activities of its perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team
- If relevant, ensures coordination and collaboration with the technical partners of the project as delegated by the specialist or the project leader.
- Provides technical learning from projects
- Collects the elements necessary for capitalisation or scientific documentation exercises
- Contributes to technical learning under the responsibility of the specialist or project manager, based on good practice.
- Contributes to the terms of reference for evaluations
- Implements recommendations for improving the technical quality of projects
- Contributes to professional development
- Contributes to recruitment
- Contributes to or leads the necessary technical training in his or her field
- Contributes to the skills upgrading plan for professionals in their sector and may be a third-party assessor
- Can contribute to the development of a local talent pool within rehabilitation perimeter (conducts technical interviews of candidates and makes recommendations, identifies training needs)
Responsibility 2-Implementation and monitoring
2.1 Ensures the planning of activities and established action plans
- Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures
- Contributes partnership agreements with implementing and other potential partners
- Coordinates and collaborates with relevant internal services, especially logistics and technical resources
2.2Contributes project data management
- Ensures that the appropriate data collection and management tools are in place on the project, in line with global standards
- Ensures that data related to the project is collected and compiled in the project database
- Contributes to regular verifications and any necessary corrections in the activity database
2.3 Contributes to project reporting
Contributes to the monitoring of the achievement of results and indicators, as per the logical framework
Responsibility 3 –Influence
- Contributes to the influence of HI’s expertise: can represent HI’s rehabilitation technical expertise in relevant local networks
- Communicates on the technical aspect of the project to partners, authorities and stakeholders when relevant
Responsibility 4-Strategy & business development
- Contributes to programme or country operational strategy (StratOp)
- Contributes to new project proposals drafting for the continuity or expansion of the project
- Contributes to the drafting of new proposals for new opportunities
