Chemonics International Inc. is looking for a qualified professionals to fill position of Operations Director

 BACKGROUND: The USAID Democrаtic Governance East Activity (DG East) aims to strengthen the connection and trust between citizens and their government in eastern and southern Ukraine by promoting an inclusive civic identity, common civic value and a unified Ukraine by addressing the divisive impacts of russia’s aggression, and the consequences of the ongoing war through increased citizen participation, improved service delivery and more responsive governance. DG East works to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and to (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. DG East provides opportunities for citizens to engage with their government, provide government with resources to support their citizens, and create opportunities for citizens of Ukraine to create hope in their future and positive changes in their daily lives. DG East activities are implemented across four regional portfolios and two physical office locations in Kyiv and Staryi Sambir.

 JOB SUMMARY: The Operations Director is responsible for management and oversight of operational and administrative functions for the project, overseeing the operations team in the Kyiv office and coordinating operations teams across all DG East portfolios and the Staryi Sambir office. The Director oversees all activities related to project registration, including registration of recipients, project host government reporting, and registration of project expatriate staff and family members. The Manager ensures compliance of all operations activities, including mobilization and de-mobilization activities. The Director is responsible for use and application of USAID rules and regulations and Chemonics policies and tools throughout DG East project, including records management and filing. The Director leads liaising with other Chemonics projects on important operations and administrative matters and proactive management of all operational issues on the project. Given complex operating procedures in Ukraine, Operations Director should have significant project backstopping, compliance, budgeting experience, and familiarity with USAID regulations and Chemonics’ best practice operating procedures.

 REPORTING: This position reports to the Deputy Chief of Party.

 PRINCIPLE DUTIES & RESPONSIBILITIES: 

  • Leads budgeting, reporting, compliance, and project mobilization and de-mobilization activities.
  • Supports work planning, as necessary, and ramping up of grants, subcontracts, and use of Chemonics’ tools and policies.
  • Leads office operations management activities, including project registration, reporting, compliance and project mobilization and de-mobilization activities.
  • Lead registration of expatriate staff and their family members.
  • Supports office operations and management across all portfolios and the two offices and ensures use of USAID rules and regulations and Chemonics’ tools and policies.
  • Assists in recruitment, hiring, and on-boarding of identified long-term and short-term positions, including working with candidates to complete verified biodata forms when required and in coordination with the HR manager.
  • Supports all administrative and technical staff, as needed, by transferring knowledge of USAID and Chemonics processes and procedures related to recruitment, subcontracting, budgeting, reporting, procurement, subcontract and grants management, and effective communications with the PMU and USAID mission.
  • Liaises with the project PMU to ensure timely and effective ongoing home office administrative and approvals processes, including records management, inventory management and reporting.
  • Facilitates the use of tools and systems required for the planning, implementation, tracking, reporting and quality control of the project’s operational and administrative activities.
  • Liaises effectively with other USAID projects in Ukraine to leverage scarce resources, cost savings, and best practices.
  • Participates in key program planning and management activities and assists the Deputy Chief of Party in the implementation of the annual work plan and other contractual deliverables, as necessary.
  • Oversees and supervises project drivers and car usage compliance.
  • Plans, manages, and oversees all operations agreements, including property insurance, office purchases, phone and post agreement, and others.
  • Oversees project inventory and reporting to HO and USAID.
  • Liaises with Chief of Party, Deputy Chief of Party, Activities Pool Director and Regional Directors regarding project needs and operations.
  • Trains staff on program compliance, operations management and administration items, as necessary.
  • Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES: The Operations Director supervises Operations Specialist/s, Administrative and Operations Assistant/s and Driver/s.

 DUTY STATION: This position is based in Kyiv.

 TRAVEL REQUIREMENTS: Ability to travel throughout Ukraine is required.

 QUALIFICATIONS:

  • Bachelor’s degree in related field; master’s degree preferred.
  • 10 years of experience in project operational management or related field; experience supporting management and operations of USAID-implemented projects preferred.
  • Knowledge of USAID policies, rules and regulations.
  • Experience and knowledge of the Ukrainian context, including local laws and reporting requirements.
  • Ability to solve complex technical, managerial or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge.
  • Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings.
  • Experience supervising and managing others.
  • Ability to build consensus and coordinate with diverse actors, including government, NGOs and civil society organizations, and the private sector.
  • Fluent in Ukrainian and proficient in English.
