Global Communities is implementing the 18-month, Community-Led Emergency Action and Response (CLEAR) program with support from the United States Agency for International Development’s Bureau for Humanitarian Assistance (USAID/BHA) to respond to humanitarian needs in Ukraine. The program is designed with the goal of saving lives, reducing suffering, and addressing needs while supporting communities to lead their own response.

BACKROUND

The Operations Officer will be assigned a geographic region of responsibility and will support the Senior Operations Officer and Senior Operations Manager in overseeing daily operations, logistics, and procurement needs of the project. The Operations Officer may supervise various Operations Assistants involved in operations, procurement, logistics, and other administrative matters to ensure that all day-to-day programming activities are adequately implemented.

Essential Responsibilities — Logistics

  • Implement Global Communities logistics systems and procedures in Ukraine
  • Implement logistics policies, and logistics plan
  • Ensure adherence to Global Communities’ and donor requirements and protocols.
  • Ensure oversight, transparency, and accountability in all logistical activities, including vehicle and asset management and warehouse responsibilities.
  • Ensure that the logistics are functioning smoothly and efficiently.
  • Support the operations team to complete various tasks throughout the regions, as required.
  • Demonstrate a service-oriented approach to assisting the program team.

Essential Responsibilities — Operations

  • Support all processes to procure, store and distribute stock, supplies and services for the timely delivery of project objectives.
  • Support procurement processes, including the oversight and effective management of drafting/reviewing RFPs and RFQs, conducting bid analyses and evaluations, drafting procurement contracts, and reviewing contract deliverables
  • Ensure the maintenance of accurate and complete files of procurement documentation.
  • Support local program staff and partner organizations with all operational aspects of the CLEAR program, as directed by the Sr. Operations Manager and his team, including training and mentoring.
  • Support the Operations team to track all supplies, equipment, and materials.
  • Support the Operations team with vehicle transport and fuel management to ensure that vehicles are insured, managed correctly, and maintained appropriately; ensure that vehicle equipment (tools, communications, etc.) are complete and serviceable; and that usage of fuel is correctly managed, logged and recorded.
  • Contribute to annual work plans, community development plans, procurement plans, and other deliverables, as required.
  • All other duties as assigned.

Working Relationships

This position will report to the Senior Operations Officer and supervise and support 1−3 Operations Assistants, depending on location.

Education and Training

Bachelor’s degree in a relevant field, or a combination of experience and education in a related field.

Experience

Knowledge of standard procurement, logistics, transport and warehousing practices and principles.

At least 3 years international development experience, at least 1of which is specifically focused on operations, procurement, logistics, and/or fleet management.

A minimum of 2 years supervisory experience in operations, procurement, and/or logistics.

A minimum of 1 year of experience working in emergency, conflict, post-conflict, or post-disaster settings.

Prior experience working on USAID/BHA-funded programs preferred.
