About the Project:
In autumn 2019, Agriteam Canada plans to launch, subject to relevant approvals, a new five-year project in Ukraine: Support to Ukraine’s Reforms for Governance (SURGe).
SURGe’s Ultimate Outcome is to help the Government of Ukraine (GoU) to deliver governance and economic reforms that better respond to the needs of its citizens. To achieve this, the Project will strategically enhance and strengthen the GoU’s reform management functions, namely its capacity to undertake planning and analysis of reforms that consider citizen impact, and to implement these reforms.

Position summary:
The SURGe Project is looking for Operations Manager who will work with Agriteam Country Director to Ukraine/SURGe Project Director and SURGe Project Deputy Director and perform the following tasks:
• Facilitate structuring of technical assistance initiatives in compliance with Ukrainian reform agenda, technical assistance principles and SURGe procedures;
• Oversee daily operations and the work of Sector Leads, ensure that project activities are implemented on schedule and within budget;
• Liaison with teams in Agriteam offices in Ukraine and Canada;
• Support SURGe Project Director and Deputy Director in development of work plans, budgets and reports;
• Analyze internal operations and identify areas of process enhancement; collaborate with management regarding the implementation of these improvements;
• Develop procedures to be used to manage and coordinate various activities.

Level of Effort: Full time, Monday-Friday.
The expert will be based in Agriteam Office in Kyiv (18 Sofiivska Street)

Preferred Qualifications and Skills:

• Min 5 years of experience as Operations Manager, Operations Officer or relevant role in consultancy, investment banking, technical assistance projects or relevant areas;
• Understanding of Government processes and the overall reform agenda;
• Demonstrable competency in strategic planning and managing complex operations and strategies;
• Working knowledge of performance/operation metrics;
• Outstanding organizational and leadership abilities;
• Excellent verbal and written skills in English and Ukrainian, and experience working with staff on all levels;
• Strong writing skills in English and Ukrainian;
• Excellent decision-making and problem-solving abilities;
• Master’s degree in Business, Public Administration, Public Policy, Management or other relevant field.
