Project Overview

Pact Inc., a non-profit organization based in Kyiv, Ukraine, is implementing a GAC-funded project WOMEN INCLUDED: NURTURING GROWTH AND SECURITY (WINGS).

Pact has an immediate need for highly competent country citizens to fill the following position.

Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future. 

Key Responsibilities

The MERL Manager is responsible for ensuring the successful implementation of the work plan and achievement of the project indicators, as well as for a high-quality project monitoring and evaluation system.

Specific Duties

The specific duties to be carried out by the successful candidate are listed below:

  • Ensure high quality project-level monitoring of activities through the maintenance of internal electronic and paper-based recording systems and providing necessary data for program reports and deliverables.
  • Coordinate the compliance of data collection and analysis systems with the needs of the project.
  • Coordinate data collection, collation and timely reporting by the Project’s partners and staff.
  • Develop and disseminate data collection tools and reporting forms. Provide training to partners and staff on data collection and reporting, as necessary.
  • Verify and analyze partners’ reports. Support partners in developing and maintaining internal data collection tools and procedures. 
  • Conduct MERL mentoring visits to the implementing partners.
  • Conduct data analysis for internal and external reporting.
  • Prepare reporting documents for Senior Program Officer and Project’s manager review.
  • Develop data collection forms for studies conducted within the Project, coordinate data collection and analysis.
  • Contribute to development and facilitation of program events.
  • All other duties as assigned.

Basic Requirements

  • Bachelor’s degree and 5+ years relevant experience or equivalent combination of education and experience.
  • Other local education and experience: International Relations, Political Science, Business Administration and International Economics.
  • Understanding of NGOs grant management cycle and outreach activities.
  • Experience working within complex networks and addressing issues of internal governance and management, dispute resolution, and fair and transparent decision-making.

Preferred qualifications

  • Experience overseeing and coordinating with international field offices preferred.
  • Excellent organizational skills and ability to manage a complex workload and deadlines.
  • Excellent communication skills.
  • Excellent written English and Ukrainian.
  • Highly effective administration skills including computing, word processing and internet use.
  • Pro-active, intuitive, fast-thinker, and able to work with minimal supervision.
