The five-year USAID/Ukraine Public Health System Recovery and Resilience Activity aims to strengthen the public health capacities, standards, outreach services, and access to essential health care services during crises such as COVID-19 and other health-related challenges, as part of supporting Ukraine’s pathway to self-reliance.

Position Purpose

Pact seeks a Regional Director who will lead and coordinate the work of project teams in focus regions by directly supervising Regional Coordinators. S/he will provide efficient management and oversight of regional teams to ensure timely implementation of project activities at the regional and local levels and achievement of expected results and high-quality deliverables in accordance with the approved workplan. As a member of the senior management team, the Regional Director will be expected to contribute to project planning, monitoring, learning, and adaptation processes. The position will report to the PHS R&R Deputy Chief of Party.

Essential Duties and Responsibilities

The Regional Director will be responsible for, but not limited to, the following tasks: 

  • Direct and supervise day-to-day activities of Regional Coordinators, maintaining active communications and facilitating implementation of workplan activities at the regional level and below across all project objectives.
  • Serve as liaison between Technical Team Leads and Regional Coordinators to ensure alignment and adherence to technical strategies, guidelines, and performance standards, and joint development of solutions to implementation challenges.
  • Ensure that activities in the regions are implemented in a timely and coordinated manner.
  • Ensure proper planning and consistency of implementation across regions.
  • Promote partnerships, synergies and cooperation among Regional Coordinators and key stakeholders, and coordinate networking and peer exchange within and among focus regions.
  • Contribute to program planning, monitoring, feedback, and reporting processes.
  • Be responsible for capturing, documenting and disseminating learning at the regional and local levels.
  • Travel to regions to mentor and coach Regional Coordinators and facilitate clear communication and coordination with regional government officials, other stakeholders, and partners.
  • Ensure clarity and consistency of communications between the main office in Kyiv and Regional Coordinators and partners in the field.
  • Perform other duties, as assigned.

Minimum Requirements

Education and Experience:

  • A master’s degree and at least 10 years of relevant and progressively responsible, including managerial and supervisory experience.
  • Experience working and interacting with local government authorities, private‐sector partners, representatives of civil society, and donor agencies.
  • Experience in public health, healthcare, mental health, social care, or a related field.
  • Fluency in Ukrainian.

Preferred qualifications

  • Work experience with an international organization and/or donor-funded development projects, with USAID as donor in particular.
  • Strong inter-personal skills and proven ability to work collaboratively with diverse staff, stakeholders, and partners on a wide range of issues.
  • Strong communications, writing (including editing) and presentation skills.
  • Pro-active, intuitive, fast thinking, flexible, and able to work with minimal supervision.
  • Excellent organisational skills and ability to manage a complex workload and deadlines.
