Pact Inc. is implementing a USAID-funded project Public Health System Recovery and Resilience Activity. The primary goal of PHS R&R is to strengthen the Government of Ukraine (GoU)’s capacity to prevent, detect and respond to public health threats, sustain critical public health services during a crisis, and protect the health of all Ukrainians including vulnerable and marginalized groups.
Pact seeks a consultant for the USAID/ Public Health System Recovery and Resilience Activity to support ITOCA tool development.
Main purpose of consultancy/technical support
- Conduct desk review of existing capacity assessments developed for rCDCPs, rHD, health facilities and other relevant institutions
- Facilitate ITOCA tool co-design session – support the development of agenda, facilitation guide and co-facilitate the workshop together with Pact DC CD&I team
- In collaboration with the Pact DC CD&I team lead the development of ITOCA tool for rCDCPs.
- Coordinate the tool development process with PHS R&R Project’s Regional Coordinators when needed.
- Together with the Pact DC CD&I team facilitate the meeting with ITOCA facilitators to discuss the final tool and facilitation process
- In collaboration with the Pact DC CD&I team review and adjust as needed GPI tool
Period of performance: January – February 2023
Requirements:
- Master’s degree or higher from an accredited university in human resources, human resource management, business administration, medicine, public health, social work, public policy, health and human services, or a related field is required
- At least five years of experience in capacity building.
- Broad understanding of capacity building needs in the area of public health and health systems.
- Experience in working with ITOCA tool.
- Ability to collaborate well with multiple stakeholders.
- Proficiency in Microsoft Office programs, i.e., Excel, Word, PowerPoint, etc.,
- Demonstrated ability to work in complex environments and work with and between different stakeholders.
- Demonstrated skills in problem-solving and consensus building.
- Fluency in Ukrainian and English.
