Background:
Pact seeks one legal consultant to deliver legal support to the Ministry of Health of Ukraine (MoH) with a view to aligning national legislation in healthcare area with the relevant European Union (EU) legislation and directives.
Main purpose of consultancy/technical support
- Reviewing the national legislation on health and identifying areas that require alignment with the EU legislation.
- Providing guidance and technical assistance to the national authorities responsible for health to ensure that their laws, regulations, and administrative provisions are in line with the EU legislation.
- Conducting gap analysis between the national legislation and the EU legislation.
- Developing recommendations on how to align the national legislation with the EU legislation.
- Holding consultations with and providing feedback to the national authorities responsible for health on how to implement the EU legislation.
- Assisting the national authorities in drafting new legislation or amending existing legislation to align it with the EU legislation.
- Providing support during the negotiation process with the EU on health-related issues.
- Coordinating with the Project team and reporting to the Project on the performed activities as required.
Deliverables
- The pieces of the Ukrainian legislation which require alignment with the EU legislation are identified.
- Comparative table is prepared to demonstrate correspondence of the Ukrainian legislation to the EU legislation, as well as existing gaps.
- Recommendations and / or amendments are developed to bring the Ukrainian legislation in line with the EU legislation.
- The necessary consultations with the national authorities responsible for health are held to advise them on how to implement the EU legislation.
- The national authorities receive the necessary assistance in drafting new legislation or amending existing legislation to align it with the EU legislation.
- Consultants’ activities are coordinated with the Project team, and the Project receives the necessary reporting as required.

Competencies:
A degree in law, public health, public management, international relations, or a related field.
Extensive knowledge of the national and EU legislation in healthcare sphere and minimum 3-5 years of related experience.
Excellent communication and interpersonal skills.
Good knowledge of English, both written and spoken

Demonstrated knowledge of national legislation related to healthcare sphere – 30%
Demonstrate knowledge of EU legislation related to healthcare sphere and experience on approximation of Ukrainian legislation to EU laws – 30%
Demonstrate strong analytical skills – 20%
