Pact Inc. is implementing a USAID-funded project Public Health System Recovery and Resilience Activity. The primary goal of PHS R&R is to strengthen the Government of Ukraine (GoU)’s capacity to prevent, detect and respond to public health threats, sustain critical public health services during a crisis, and protect the health of all Ukrainians including vulnerable and marginalized groups.

Background

Pact seeks the consultant able to provide technical expertise during the process of preparing the procurement of medical and rehabilitation equipment and assisting withing the process.

The consultant will be expected to develop technical specifications to conduct the procurement of medical and rehabilitation equipment. The consultant will also be expected to provide technical expertise during and after the procurement.  

Main purpose of consultancy/technical support

• To develop technical specifications for medical and rehabilitation equipment necessary to establish and perform functions of the multidisciplinary mobile teams and PHC+ pilot.
• To prepare Environmental Review Checklist (ERC) and Environmental Mitigation and Monitoring Plan (EMMP);
• To participate in the tender and procurement processes of the medical and rehabilitation equipment.
• To provide comments on submitted tender offers and evaluate them according to the established technical specifications.

 Deliverables

1. The consultant provided technical specifications for medical and rehabilitation equipment necessary to establish and perform functions of the multidisciplinary mobile teams and PHC+ pilot.
2. The consultant prepared Environmental Review Checklist (ERC) and Environmental Mitigation and Monitoring Plan (EMMP).
3. The consultant participated in the tender and procurement processes of the medical and rehabilitation equipment.
4. The consultant provided comments on submitted tender offers and evaluated them according to the established technical specifications.

Period of performance: December 2023 – March 2024 (25 working days)

Requirements:

• Degree in Technical Major and/or Economics (BA diploma is minimal, MA diploma is desired).
• Experience of working/consulting at medical institutions (hospitals etc).
• Experience in communicating with the medical community in order to consult with the end recipient regarding requirements for medical and rehabilitation equipment.

Selection Criteria

• Technical expertise in the area of medical and rehabilitation equipment with relevant professional experience in Ukraine, knowledge of specifications and possible challenges, understanding of the provision of the medical and rehabilitation services, understanding of the Ukrainian medical context. –  35 points
• Experience and ability to participate in tender procedures and procurements in Ukraine, including of medical and rehabilitation equipment.  –  35 points
• Fluency in Ukrainian (literate oral and written communications).  –  30 points
