Technical Advisor, Pharmaceutical Financing
Project Overview and Role:
The New Procurement and Supply Chain Reform Activity will focus three objectives: strengthening pharmaceutical sector resilience, increasing pharmaceutical sector governance transparency, and ensuring that the essential medicines system is increasingly patient-centered.
The Technical Advisor in Pharmaceutical Financing will provide technical guidance on key areas of financing policy such as medicine pricing and reimbursement policies in developing countries. The Technical Advisor will lead pharmaceutical financing-related strategy, workstreams, and related activities by providing subject matter expertise and strategic thinking in alignment with the project’s objectives. Lastly, they will collaborate and coordinate with relevant stakeholders to address pharmaceutical financing-related issues.
Location:
The position is based in Kyiv, Ukraine.
Primary Duties and Responsibilities:
• Lead pharmaceutical financing-related strategy, workstreams, and related activities by providing subject matter expertise and strategic thinking in alignment with the project’s objectives
• Engage with technical working groups and government officials to develop and implement technical strategies and improve information sharing, advocacy, and collaboration on development issues
• Help draft technical briefs, recommendations, assessments, and other written deliverables to develop the project’s technical strategy and implementation and address development issues
• Manage and help circulate written deliverables and research to key stakeholders
• Oversee the development of budgets, capture cost share, monitor activity spending, and other routine implementation tasks.
• Collaborate and coordinate with relevant stakeholders to address pharmaceutical financing-related issues
• Foster open communication throughout the project with the Chief of Party, Deputy Chief of Party, other technical advisors, and other relevant stakeholders
Key Competencies Required:
• Track record of providing technical assistance and oversight in key areas of medicine pricing and reimbursement policies in developing countries
• Previous experience developing strategic plans and activity plans for different projects
• A demonstrated ability to develop and deliver technical deliverables
• Ability to solve complex managerial, technical, or operational issues using knowledge of past experiences and relevant resources
• Demonstrated experience developing and managing relationships with other technical experts, partners, and clients
• Strong interpersonal skills such as being a team player, active listening, and dependability
• Strong oral presentation and writing skills in English and fluency or proficiency in Ukrainian.
