Since 24 February 2022, complex humanitarian and development challenges have been emerging in Ukraine, underscoring the importance of programming that responds to the multiple dimensions of the crisis. The need for enhanced crisis/emergency coordination and response planning between the central government, the oblasts/rayons and other stakeholders (international community, CSOs, private sector) is becoming more and more critical for Ukraine to ensure delivery of services and build stronger resilience of the receiving/host communities and of the displaced.
In this context, UNDP is recruiting a professional with relevant experience and a track record for the position of a Partnerships Analyst. The Partnerships Analyst will work in close collaboration with the staff of the Unit, Programme and projects staff in the Country Office for expanding and strengthening UNDP’s partnerships on the ground.
The incumbent will accelerate gender equality and women’s empowerment with all implementations and promote UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behavior, including sexual harassment, sexual exploitation and abuse.
Ensure Design and Implementation of strategies and policies related to resource mobilization and partnerships building:
- Synthesis of proposals and provision of inputs to the development and implementation of donor intelligence strategy, resource mobilization strategy, and other relevant strategies and plans;
- Identification of opportunities in the country based on partner-specific intelligence and the competitive landscape and where the CO competency strengths overlap with partner/client needs. Identification of emerging sources of funding; assessment of their current usage and potential for the future.
- Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support these policies;
- Analysis of partnership landscape and development of proposals for expanding partnership base;
- Support to preparation and revision of agreements with donors. Monitoring of overall implementation of agreements and engagemenet with donors.
- Preparation and review of partnership agreements (including non-financial partnerships) and monitoring of their implementation.
- Preparation of substantive briefs and background materials for the engagement with donors and partners.
Facilitate knowledge building and knowledge sharing as required by the organization, focusing on the following results:
- Identification and synthesis of best practices and lessons learned directly linked to resource mobilization and partnership-building activities.
- Contributions to knowledge networks and communities of practice.
- Organization of training/briefing for the CO staff on resource mobilization and partnership building issues
Monitor and report on progress in implementing planned activities and achieving the targets set.
- Monitor implementation and progress in achieving goals and targets in accordance with the established quality criteria and UNDP rules, regulations, and standards. Identify, analyze, and take adequate measures to manage emerging issues, problems, and risks.
- Liaise with the Finance team to ensure administrative requirements, budgets and use of financial resources are managed and executed in a timely and appropriate manner and within UNDP and donor rules and regulations.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

- Advanced university degree (master’s degree or equivalent) in Public Administration, Economics, Sociology, Political Sciences, Social Sciences, Statistics, Information Management, or related field is required. or
- A first-level university degree in the above- mentioned fields of study, (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
- Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national and/or international level in partnership management, financial management and reporting;
Required skills
- Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP is required
Desired skills in addition to the competencies covered in the Competencies section
- Experience analyzing policies and other relevant documents, producing inputs and recommendations for the formulation of partnership strategies and plans is desired.
- Experience and knowledge of cross-cutting themes such as gender mainstreaming, inclusivity, digital transformation in programmes and projects is an asset.
- Experience in project implementation, knowledge of project cycle is desirable.
- Expertise in partnership-building, analysis of client relations, public relationship management;
- Expertise in drafting of substantive briefs and other written products tailored for partnership management is an asset.
Required Language(s)
- Fluency in English is required.
- Fluency in Ukrainian is required for local personnel.
