Deloitte is seeking qualified candidates for the open position of PHC Medical Specialist in support of the USAID Health Reform Support project. 

Period of Performance: November, 2023 – September 30, 2024.
Level of Effort (LOE): 160 days

Project Description

The purpose of the USAID Health Reform Support (HRS) project is to support a transparent, accountable, and effective healthcare system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high-quality, evidence-based healthcare services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which includes:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability, and responsiveness of the health care system.
  5. Improve service delivery system at all levels.

Background/Objective

PHC Medical Specialist with expertise in patient pathways design, treatment protocols implementation at the primary health care level for treatment of tuberculosis, treatment of HIV, substitution maintenance therapy, mobile palliative care, treatment of mental disorders, and other services appropriate for PHC.

Responsibilities

Duties and responsibilities will include, but will not be limited to, the following:

  • Review coverage of inclusion of services into the PHC scope and utilization of such services in Ukraine.
  • Assess best practices in reference countries (i.e., Poland, the United Kingdom, Spain, etc. – TBD) regarding the integration of services into the PHC`s scope.
  • Synthesize recommendations for calculation of the scope of certain services in PHC.
  • Contribute in a final technical report containing results and recommendations.
  • Participate in the regular touchpoint meetings with the HRS team and send regular reports of conducted activities.
  • Participate in meetings with the National Health Service of Ukraine (NHSU), MOH, and other stakeholders, and develop presentation materials for these meetings
  • Follow deadlines and communicate regularly with the HRS team on the project status and timeline.

Requirements

  • Medical Degree with formal specialization in family medicine or other applicable field.
  • At least two years of proven experience on primary health care level (in clinical practice at healthcare facilities, managerial work at healthcare facilities, health policies, technical assistance projects, and/or another level).
  • Education in Healthcare Management, Public Health, Healthcare Governance, Health Economics, or another related field would be advantageous.
  • Strong understanding of the theoretical background and day-to-day routines of primary healthcare in Ukraine.
  • Strong communication and negotiation skills;
  • Ability to work in a team;
  • Excellent planning and time management skills;
  • Excellent knowledge of Ukrainian.
  • Knowledge of English at least on a level of reading of professional and scientific literature.
