Background
Objectives of the Assignment:
The Special Monitoring Mission (SMM) to Ukraine would like to order production of photo and video material on various SMM’s activities in 9 (nine) regions: Lviv, Volyn, Rivne, Chernivtsi, Khmelnytskyi, Vinnytsia, Ivano-Frankivsk, Ternopil and Zakarpattia.
Concept:
The photo reportage and broadcast-quality b-roll will consist of interviews and will look at the SMM’s thematic work and outreach activities.
There should be some narration or on-screen text explaining some facts and figures about the SMM’s work.
Locations: various locations in Lviv, Volyn, Rivne, Chernivtsi, Khmelnytskyi, Vinnytsia, Ivano-Frankivsk, Ternopil and Zakarpattia Regions.
Duty station (standby basis): based in Lviv (or Ivano-Frankivsk); will require frequent travel across the indicated locations.

Tasks and Responsibilities
Shooting will take place on site by request of the OSCE SMM Press and Public Information Focal points in Lviv, Chernivtsi, Ivano-Frankivsk with the authorisation of the Press and Public Information Unit (PPIU) Office in Kyiv. The photographer/videographer will accompany SMM monitors, under the direction of the OSCE SMM Press and Public Information Unit in coordination with Media Focal Point. SMM will pay for travel from Lviv to the corresponding location across Lviv, Volyn, Rivne, Chernivtsi, Khmelnytskyi, Vinnytsia, Ivano-Frankivsk, Ternopil and Zakarpattia Regions as well as accommodation and expenses, according to OSCE standard rates. One additional day will be dedicated to processing photos.
The photographs and videos should provide a varied representation of the SMM’s work including interacting with civilians, outreach activities, patrolling etc. and should pay attention to gender balance.
Proper credit will be given (OSCE/name of the photographer). The photos/videos will be published in OSCE publications and on the OSCE website. Furthermore, the photographer authorizes the OSCE to deliver the pictures to the media for publication. The OSCE PPIU will have copyright of all photos.
All material produced while on assignment for the OSCE SMM may not be distributed through means other than official OSCE SMM channels without express permission granted.
Expected Output/Deliverable:
The service provider should work on standby basis and depending on the task, per each activity the service provider should be able to generate:
- Up to 4 videos of approximately 2-3 minutes each, for maximally 10-15 minutes of footage in total. Format: b-roll, from the selected location, including when requested high –quality production and post-production of videos with subtitles in 3 languages.
- Approximately 40 high-quality photos selected by the photographer, including appropriate captioning information – location, names of people present in the photo, date. If requested production of slide-stories with subtitles in 3 languages. etc. (to be published on the OSCE website and in print publications).
Photographs and videos should be delivered to PPIU by we transfer within 1 day after each activity or upon request.
Necessary Qualifications
- Professional photographer: with a minimum of 3 years of extensive experience in photography;
- Professional videographer: with a minimum of 3 years of extensive experience in videography;
- Working knowledge of English, both oral and written;
- Professional fluency in Russian and Ukrainian languages, excellent written and oral communication skills in the mentioned languages;
- Knowledge of the OSCE and the region would be an asset;
- Experience of working with international organizations would be an asset;
- Having personal car that could be used for the OSCE SMM assignment;
- Customer service oriented; ability to work in a confidential environment and maintain a high level of discretion;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;

Remuneration Package
Suggested Fees:
- Remuneration will be commensurate to educational background and years of relevant experience of the selected candidates, in line with the OSCE Staff Regulations and Staff Rules.
Additional payments:
- Travel costs by most economic route to the requested destination within Ukraine and back.
- Daily subsistence allowance (DSA) at the established monthly OSCE rate in accordance with FAI 9.
