Duties:
Monitors, analyzes, and prepares reports on a broad scope of complex political, social, and legal developments in Ukraine, based on published and unpublished sources and local contacts, intended for internal use and submission to Washington, DC. Liaises directly with the Rada, the Cabinet of Ministers, the Office of the President of Ukraine, the Office of the Ombudsperson, regional and local officials, NGOs, academics, and other government officials on Embassy business; serves as an interpreter for high-ranking U.S. officials. Handles a specific portfolio that may include, but is not limited to, one or more of the following: national, regional (oblast), and/or local (municipal) politics, legislative developments, foreign and security policy, non-proliferation, counterterrorism, human and civil rights, trafficking in persons, religious freedom, accountability for war crimes and crimes against humanity, the U.S.-Ukraine bilateral relationship and multilateral engagements.
Requirements:
FOR THE EXPERIENCE AND EDUCATION REQUIREMENTS APPLICANTS MUST MEET EITHER OPTION 1 OR OPTION 2 TO QUALIFY
Option 1
Experience:
At least three years of progressively responsible experience in the field of analysis, journalism, government, or civil society organization.
Education:
University degree in political science, international relations, public administration, security studies is required.
Option 2
Experience:
At least five years of progressively responsible experience in the field of analysis, journalism, government, or civil society organization.
Education:
Two years of college/university studies is required.
Job Knowledge: The jobholder should have a good understanding of U.S. policy towards Ukraine and a sound grasp of how to conduct analysis and reporting; have a thorough understanding of Ukraine’s political structure and institutions; political, economic and social policies; as well as parties, fractions, politicians, NGOs, and current trends.
Skills And Abilities: Strong analytical ability to evaluate information and prepare reports, organize and execute research; ability to work efficiently under pressure and adapt rapidly; must be able to set priorities; strong translation/interpretation skills Ukrainian/English and vice versa and high level of discretion and tact is required; strong user-level MS word, computer and internet skills; high level of responsibility, judgement and initiative.
