Deloitte is seeking a qualified candidate for the USAID State-Owned Enterprises Reform Activity in Ukraine (Ukraine SOERA) to serve as a Privatization Coordinator supporting the State Property Fund of Ukraine(SPFU).The position is full-time/remote but requires a location in Ukraine.
Project Background and Summary:
The USAID SOERA program aims to strengthen public sector business operations and transparency, improve governance and oversight, advance SOE privatization, and develop a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Project components include:
Component 1: State Property Transfer
Component 2: State Property Management
Component 3: Individual SOE/MOE Support
Component 4: Restoration and Reconstruction
Component 5: Accountable Public Financial Management
SOERA supports the State Property Fund of Ukraine build its capacity to privatize, lease, and management SOE’s. The SPFU is undertaking two initiatives to improve operational efficiency: 1) reorganization of the management processes for the corporate and privatization division and the interaction of these two blocs and 2) reorganization of the management structure and processes for the interaction of the SPFU head office and regional offices, with a primary goal of improving leasing processes. SOERA plans to support the SPFU in these tasks and is seeking a consultant to direct this work.
Responsibilities:
- Analyze the interaction of the SPFU corporate and privatization blocs for the preparation of SOEs for privatization
- Redesign processes for privatization preparation to define roles and functions of the corporate and privatization blocs and thus maximize efficiency in the privatization process
- Analyze the current structure of interaction between the SPFU head office and regional offices for the performance of leasing operations
- Analyze legal requirements for the approval of SPFU leasing transactions
- Develop together with SOERA and SPFU lawyers an SPFU head office/regional office structure to minimize the administrative burdens on the top leadership of SPFU
Minimum Requirements:
- University degree in finance, management, law, or other related field
- Over 3 years of experience in project management
- Еxperience working with the public sector
- Familiarity with corporate financial, legal, and property registration documents
- Understanding of the reform implementation process in Ukraine
- Experience in organizing interaction between various institutional stakeholders
- Experience in managing teams
- Strong organizational management, communication, and presentation skills
- Fluency in Ukraine and an excellent command of written and spoken English
- Excellent analytical and organizational skills
- Familiarity with Ukrainian politics and economics, including knowledge of relevant key institutions, is a plus.
- USAID experience preferred.
