Procurement Analyst | ПРООН

UNDP is recruiting the Procurement Analyst, who will ensure administration, transparent and efficient provision of procurement services and processes of the Democratic Governance (DG) Programme. The Procurement Analyst will work under the matrix arrangement allocating his/her working time to DIA Support/Crisis Response projects.

The Procurement Analyst is responsible for effective delivery of procurement services, consistent with UNDP rules and regulations, to support implementation of DG projects and programmatic goals.

Duties and Responsibilities

  1. Ensures implementation of operational strategies of the DIA Support/Crisis Response projects;
  2. Supports procurement processes for DIA Support/Crisis Response projects;
  3. Ensures implementation of sourcing strategy;
  4. Ensures facilitation of knowledge building and knowledge sharing in the Country Office (CO).

Required Skills and Experience

  • Master’s degree or equivalent in Procurement, Logistics, Management, Economics, Law, Business Administration, Public Administration, Engineering or other related areas;
  • Bachelor’s degree in a relevant field with 2 years of qualifying experience will be given due consideration in lieu of a Master’s degree;
  • Minimum 2 years (with a Bachelor’s degree) of relevant experience, at a national or international level, in procurement/supply chain, logistics or related areas;
  • Working experience with UN procurement procedures will be considered an advantage;
  • Prior experience with a UN Agency or International Organization in the field of procurement is highly desirable;
  • Languages: Fluency in English and Ukrainian (both spoken and written).

Required Skills:

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of automated procurement systems, experience in handling web-based management systems;
  • Knowledge of public procurement principles is an asset;
  • Training and/or certification in procurement and supply chain management would be considered an asset;
  • Professional certificates in Public Procurement would be considered an asset, but not a requirement;
  • CIPS2 certification is an advantage.

The following documents shall be required from the applicants:

  • Personal CV or P11, indicating all past positions held and their main underlying functions, their durations (month/year), the qualifications, as well as the contact details (email and telephone number) of the Candidate, and at least three (3) the most recent professional references of previous supervisors. References may also include peers.
  • A cover letter (maximum length: 1 page) indicating why the candidate considers him-/herself to be suitable for the position.
  • Managers may ask (ad hoc) for any other materials relevant to pre-assessing the relevance of their experience, such as reports, presentations, publications, campaigns or other materials.
