Procurement Specialist
Background
The USAID Harvest Activity enables supported male and female grain and oilseed farmers, including marginalized and underserved groups, to return production and income for target commodities to at least pre-war levels while improving production efficiency and profitability and position farmers to market their crops more successfully and profitably in the wartime context.
Position Description
The Procurement Specialist is responsible for the procurement of equipment, supplies and services to support Harvest project activity. The position is required to ensure compliance with Chemonics policies and procedures, Ukrainian legislation, and US Federal Acquisition Regulation (FAR), Agency for International Development Acquisition Regulation (AIDAR) and other applicable rules and regulations.
The The Specialist will also support facilitating project procurements in accordance with USAID and USG policies.
Responsibilities
· Works with Harvest Operations staff to identify procurement and consulting services needs.
· Following Harvest Activity procurement guidelines and templates, prepares requests for proposals, including development of proposal evaluation criteria.
· Identifies potential vendors, suppliers, and local consultants.
· Monitor contracts and purchase orders issued to vendors and follow up as necessary to ensure compliance to terms and conditions. Will maintain the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file.
· Forms selection committees and facilitates review of proposals
· Drafts selection memos, sole-source justification and negotiation memos as required, and other justifications.
· Issues purchase orders and subcontracts to vendors and issue service agreements to local consultants.
· Ensures supplier compliance with Harvest Activity requirements.
· Monitors timely delivery of goods and services and prepares acts of completion/acceptance reports.
· Maintains procurement trackers and files, local consultants’ trackers and files, and the Harvest Activity inventory list.
· Performs other duties as necessary or assigned by Finance and Administration Director or Designee
Qualifications
· Minimum of 2 years of experience in procurements/subcontracts administration, preferably on USAID or other donor-funded projects in a similar position in terms of the job tasks and responsibilities outlined above
· University degree in a related field required.
· Strong analytical skills, including experience using statistical software and data visualization applications preferred
· Ability to coordinate with external partners and monitor subcontractors and grantees
· Demonstrated experience working effectively with various industry stakeholders including the private sector, academia, the Government of Ukraine, donors, and others.
· Computer literacy: MS windows applications (word processing, excel, spreadsheets, etc.).
· Fluency in Ukrainian and good command of English.
· Experience implementing donor-funded programming preferred.
· Ability to work in a multinational, multicultural environment.
· Excellent interpersonal and communication skills, and time management.
Job Location
This position is based in Kyiv, Ukraine.
