Anticipated: Short-Term Manager (STTA) for initiative of the Ministry of Health of Ukraine “Reforming the system of sick leave certificates circulation including deployment of the e-Registry” Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine

Project Summary:                                                                                                 

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a five-year USAID initiative with the objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anticorruption effort, and reduce citizen tolerance to corruption.

Position Summary:

MSI is seeking a short-term expert to provide managerial support to an initiative of the Ministry of Health “Reforming the system of sick leave certificates circulation including deployment of the eRegistry”. The service is aimed, amongst other things, at coordinating an Interagency Working Group that shall accompany the design and deployment of the eSick Leave Certificate system. It includes management of legal drafting on different administrative levels, advocacy for approval of the drafted legal base and ensuring the interaction between the Ministry of Health and SoE eHealth about modifying the eHealth system for integration of the eRegistry (Ministry of Social Policy) to reform the system of sick leave certificates circulation.

Expected results:

  • Regulations enabling reform of the system of sick leave certificates circulation approved by the central executive bodies and submitted for approval to the Cabinet of Ministers of Ukraine;
  • Technical specifications for the system of sick leave certificates circulation as a part of the eHealth system elaborated and approved.

The Expert will work closely with the SACCI program team. S/he is expected to travel to several regions of Ukraine. The assignment is expected to start mid-December 2018. The anticipated level-of-effort for this assignment is up to 200 expert days until 2 December 2019.

Responsibilities:

In cooperation with the SACCI team, the Expert will:

  1. 1. Manage technical assistance team (1 lawyer and 2 business analysts)
  2. Support MoH with creation and coordination of the Interagency Working Group including representatives of central executive bodies elaborating on changes to legal acts regulating the system and related processes of sick leave certificates circulation.

2.1. Plan and help outline the structure of regulatory documents defining the circulation of sick leave certificates and related procedures.

2.2. Examine and describe the processes that currently occur in the system of sick leave certificates circulation and other related processes.

2.3. Manage issues and risks during research and development of the new legal model of circulation of sick leave certificates and related processes.

  1. Present the new model of sick leave certificates circulation and related processes to the stakeholders.
  2. Coordinate legal drafting required for reforming the sick leave certificates circulation and related processes.
  3. Monitor approval of new regulations on reforming the sick leave certificates circulation and related processes by the central executive bodies.
  4. Monitor, evaluate and support public discussion of new legal acts on reforming the sick leave certificate system and related processes.
  5. Negotiate amendments to documents required by the central executive bodies.
  6. Coordinate and take part in developing Business Process Management (BPM) models for the sick leave certificate circulation and related processes.
  7. Coordinate with SoE eHealth the implementation of BPM models within the sick leave certificates circulation IT-systems and Interoperation ability between the eHealth system and eRegistrar (Ministry of Social Policy).
  8. Provide track reports on deliverables to the inter-agency workgroup of the sick leave certificates reform and related processes.
  9. Report on project planning and implementation with USAID and with the MoH.

Qualifications:

  • Master’s degree in law or related areas, e.g. Business or Public-Sector Administration;
  • At least 5 years of practical experience in working with legislation and managerial aspects, including under the auspices of international / donor organizations;
  • Understanding of public governance internal processing mechanisms;
  • Understanding of the state budget and finance mechanisms;
  • Excellent organizational skills to meet deadlines;
  • Demonstrated experience in communication and cooperation with public authorities;
  • Fluency in Ukrainian and Russian required. Working level of English (oral and writing).
