ABOUT DKH

Diakonie Katastrophenhilfe (DKH) is a German non-government organization that renders humanitarian aid in 31 countries across the world. DKH supports people who are affected by natural disasters, war, and displacement and who are not able to cope on their own in the emergency situation they find themselves in. The work is guided by the Humanitarian Principles and the Core Humanitarian Standards (CHS). DKH focuses on locally-led responses by working through a global network of partner organizations. Fostering localized humanitarian action and an equal partnership approach lies at the very core of our work.

As DKH is not directly implementing humanitarian projects in Ukraine, it is committed to equitable and long-term partnerships, which strengthen local partner organizations’ administrative and technical capacities. DKH constantly seeks to facilitate mutual learning and capacity exchange, identify innovative and tailored models of cooperation, and shift power to partners and communities through the transfer of decision-making opportunities. 

DKH is part of the Evangelisches Werk für Diakonie und Entwicklung e.V. (EWDE), an umbrella organization with a nationwide established Social Service Agency, one of the biggest welfare institutions in Germany.

WORK CONTEXT

DKH is opening its representation in Ukraine to work with government agencies, national partner organizations, and the wider humanitarian community to provide emergency response and resilience-building initiatives across the country.

DKH is already implementing humanitarian projects with selected civil society organizations in Ukraine. Currently, large-scale programming is ongoing and more projects are in the preparation stage. The DKH Representation will be operating from its office in Kyiv.

Considering the elevated risks resulting from hostilities in certain regions of Ukraine and the volatile security situation in the country, staff must comply with all DKH safety/security and safeguarding policies and procedures.

PURPOSE OF ASSIGNMENT

The Program and Partnership Coordinator manages the DKH Program and Partnership team and ensures coordination with partners on proposal development and reporting, during program implementation (incl. needs assessments, targeting, and evaluation) as well as providing technical, administrative, and other backstopping to the partner organizations. It is an ongoing effort to foster meaningful relationships with local partner organizations and strengthen their capacities while ensuring that mutual learning is equally informing DKH programming.  

JOB DESCRIPTION

Reporting:        The Program and Partnership Coordinator will work under the supervision of the Head of Mission Ukraine and reports directly to the Head of Mission.

Responsibilities: The following tasks shall be fulfilled.

Program Management & Quality assurance

  • Ensure the quality of projects with special emphasis on quality & standard assurance, compliance, gender equality, and inclusivity as well as safeguarding and protection in close collaboration with thematic advisors and the Berlin-based DKH technical unit;
  • Coordinate with partners on needs assessments and new proposal development.
  • Ensure (partner) narrative and financial reports, as well as baseline/end line/assessment and evaluation reports, are prepared in accordance with the requirements and regulations of DKH and third-party donors.

MEAL

  • In close collaboration with the MEAL Coordinator ensure high-quality monitoring, evaluation, accountability, and learning; quality and standards and compliance; organize and participate in donor monitoring visits to projects;

Partnership Management

  • Maintain constructive and productive relationships with local partner organizations.
  • Assist identification of potential local partner organizations based on comprehensive Partner Capacity Assessments.
  • Ensure orientation of local partners in terms of DKH and donor regulations.
  • Liaise with the partner organizations in order to reflect recommendations of evaluations and transfer lessons learned and examples of good practice during the development of new programs and projects.

Strategy & Coordination

  • Continuously analyze the humanitarian context and ensure programmatic development.
  • Contribute to the development of DKH Ukraine country program strategy, ensuring consultation with partners.
  • Promote collaboration of all stakeholders of DKH in the field, from the staff of DKH and local partners to target communities and other aid agencies and institutions as well as local authorities active in the same area of operation.

Other tasks, as necessary

DKH Ukraine reserves the right to alter the responsibilities according to programmatic demands and needs in line with the objectives of the country program.

QUALIFICATIONEXPERTISEAND SKILLS

  • University master’s degree in a related field, in lieu of a master´s degree, additional years of relevant experience may be considered
  • 5 years of senior-level program management experience in large and complex humanitarian operations is required
  • Experience in working with local partner organizations based on the equal partnership principle and in providing them with technical and other backstopping support
  • Ability to work under high pressure, in a highly volatile context with strict security measures, and motivated by constant program adaptation to an evolving context
  • Good understanding of humanitarian principles and Core Humanitarian Standards
  • Team player with outstanding personal attitude: especially a sense of responsibility, diplomacy, concern for quality, and result orientation
  • Professional working proficiency in English (written/spoken) and Ukrainian is a must.

The remuneration follows nationally accepted standards.
