FHI 360 is currently recruiting for a Program OfficerCommunity HIV Testing and Linkage Models Implementation Support to work under the USAID-funded Ukraine Community Action for HIV Control project.

Job Description:

The Program Officer, Community HIV Testing and Linkage Models Implementation Support will support the management and execution of FHI 360’s activities under the USAID-funded Community Action for HIV Control project in Ukraine. This five-year project aims to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing, and linkage to care among key and priority populations. Community Action for HIV Control will improve accessibility, acceptability, equitable coverage, and efficiency of HIV services, and will be implemented in close cooperation with the Center for Public Health (Ministry of Health, Ukraine).

The Program Officer, Community HIV Testing and Linkage Models Implementation Support will work closely with regional NGO and CBO partners to support the development and implementation of differentiated service delivery models (DSD) for HIV testing and linkage to HIV treatment and care. The Program Officer, Community HIV Testing and Linkage Models Implementation Support oversights programmatic implementation of DSD modes, compiles, and analyzes information relevant to the implementation. Provides programmatic support to regional partners in the process of implementation of DSD models. Participates in relevant trainings for regional partners, field technical assistance and monitoring visits. Reviews programmatic deliverables of regional partners. The Program Officer, Community HIV Testing and Linkage Models Implementation Support will report to FHI 360’s Technical Advisor, Community HIV Testing and Linkage Models Implementation Lead.

Specific Duties:

  • Ensures timely implementation of the program activities, and monitors project activities against work plans. Tracks performance against project timelines, budget, objectives, and deliverables.
  • Reviews and contributes to work plans; provides support to programs by writing and/or reviewing reports on a quarterly basis.
  • Ensures timely implementation of the program activities by NGO and CBO partners and monitors their activities against approved work plans. Tracks NGO and CBO partners’ performance against approved targets, objectives, and deliverables.
  • Reviews and contributes to work plans; provides support to programs by writing and/or reviewing NGO and CBO partners’ reports on a quarterly basis.
  • Supports ongoing communication with partner NGOs and CBOs regarding programmatic issues, implementation of the supported activities at the regional level.
  • Conducts visits to the regions to monitor and provide technical assistance to partner NGOs and CBOs.
  • Participates in the process of preparing, conducting open competitions to select partner NGOs and CBOs.
  • Jointly with other colleagues from the project, coordinate the provision of specific technical assistance, training support to NGOs and CBOs.
  • Perform other relevant duties as assigned by the supervisor.

Основні обов’язки:

  • Забезпечувати своєчасне виконання заходів програми та контролює проектну діяльність у відповідності до робочих планів. Відстежувати виконання відповідно до часових рамок, бюджету, цілей та результатів проекту.
  • Переглядати та вносити внесок у робочі плани; забезпечувати підтримку програм, надаючи письмові звіти та/або здійснюючи перегляд звітів на квартальній основі.
  • Забезпечувати своєчасне виконання програмних заходів партнерами НУО і ГО та контролює їхню діяльність відповідно до затверджених планів роботи. Відстежувати ефективність партнерів НУО і ГО щодо затверджених цілей, завдань і результатів.
  • Переглядати та вносити внесок у робочі плани; забезпечувати підтримку програмам, надаючи коментарі та/або здійснюючи перегляд звітів партнерів НУО і ГО на квартальній основі.
  • Підтримувати постійну комунікацію з партнерськими НУО і ГО щодо програмних питань, впровадження заходів з підтримки на регіональному рівні.
  • Здійснювати регіональні візити для моніторингу та надання технічної допомоги партнерським НУО і ГО.
  • Брати участь в процесі підготовки, проведення відкритих конкурсів з відбору партнерських НУО і ГО.
  • Спільно з іншими колегами проекту координувати надання визначеної технічної допомоги, тренінгової підтримки для НУО і ГО.
  • Виконувати інші відповідні обов’язки за дорученням керівника.

Minimum Requirements:

  • Bachelor’s degree in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or related field required. Master’s Degree or international equivalent preferred.
  • Minimum 3 years of relevant experience in non-governmental program management; experience with US Government rules and regulations is a plus.
  • Experience working with civil society organizations on programmatic reporting and compliance for HIV and/or health-related activities.
  • Experience of proactively identifying risk, addressing issues, and appropriately communicating these as needed.
  • Experience of establishing strong working relationships with colleagues from different organizations and cultures.
  • Ability to meet deadlines with strong attention to consistency, detail, and quality.
  • Proficiency in English, Ukrainian is required.
  • Ability to travel within country or region and internationally if needed (and if the safety situation permits).

Preferred Requirements:

  • Prior work experience on USAID funded programs with USAID PEPFAR funded programs preferred; HIV/KP-focused programs is a plus.
  • Prior work experience in HIV testing programs/projects is a plus.
  • Basic understanding of data analytics/public health data analysis (working with spreadsheets, reading, and understanding graphs and tables) is a plus.

Duration of Assignment:

Immediate hiring for a one-year contract renewable upon satisfactory performance. The duration of the USAID Ukraine Community Action project is 5 years, effective July 2021.
