IREX is seeking a qualified and responsible professional with strong program management skills and a deep understanding of project implementation processes to join our team as a Program Officer (PO) in the UNITY Civic Engagement and Social Cohesion team. As a Program Officer, you will play a vital role in overseeing and managing programmatic aspects of selected subgrants and small grants/awards that aim to foster youth engagement in civic and community problem-solving. IREX is looking for someone who can provide support to grantees in project implementation and effectively manage projects directly within the UNITY team.
In addition to providing programmatic oversight and support, the Program Officer (PO) will ensure the successful implementation of activities outlined in the approved work plan. This will involve collaborating closely with the Civic Engagement and Social Cohesion Lead, Subgrants Manager, and Social Cohesion Specialist to ensure smooth coordination and execution of project activities.
This is a remote position. However, the Program Officer will provide in-person support for program activities during offline events in Ukraine. The Program Officer may need to travel to offline event locations as required.

Your Background & Skills
- Bachelor’s Degree
- 3+ years of relevant experience
- Strong program management skills with the ability to oversee and manage projects.
- Excellent communication skills, both written and verbal, to effectively interact with diverse stakeholders.
- Knowledge and understanding of youth empowerment, civic engagement, and social cohesion concepts and approaches.
- Ability to provide programmatic oversight and ensure compliance with program goals and objectives.
- Experience in monitoring, evaluation, and reporting, including data collection, analysis, and preparation of reports.
- Possess capacity-building skills to provide technical assistance and support to subgrantees.
- Knowledge of grant rules, regulations, and organizational policies for compliance and documentation.
- Strong organizational and time management skills to handle multiple priorities and meet deadlines.
- Ability to work independently as well as collaboratively in a team environment.
- Proficiency in spoken and written English and Ukrainian.
- Strong analytical skills, attention to detail, and accuracy in quantitative and qualitative analysis.
- Ability to establish and maintain effective relationships with partner organizations, stakeholders, and participants.
- Flexibility to travel to regions for program events and meetings (contingent upon actual security recommendations).
- Must demonstrate valid proof of unrestricted work authorization in Ukraine.
Your Daily Tasks
- Collaborate with team members to gather and draft relevant information for project activities.
- Create workflow plans to guide the implementation of tasks and ensure timely completion.
- Develop budgets and monitor expenditures to ensure financial resources are effectively utilized.
- Draft and approve written communications, including correspondence with internal and external stakeholders.
- Collect and analyze data to track progress and evaluate the impact of project activities.
- Prepare reports, presentations, and other deliverables required by the program.
- Provide programmatic oversight and management of selected subgrants and small grants/awards.
- Ensure compliance with relevant grant rules, regulations, and organizational policies and procedures.
- Create workflow plans to guide the implementation of tasks and ensure timely completion.
- Draft and approve written communications, including correspondence with internal and external stakeholders.
- Collect and analyze data to track progress and evaluate the impact of subgrands and small grands/ awards.
- Prepare reports, presentations, and other deliverables.
- Draft and send correspondence to stakeholders, including emails, letters, memos, and other forms of communication.
- Interact with key stakeholders, partners, and fellow IREX employees to exchange information, provide updates, and address inquiries or concerns.
- Seek guidance and/or obtain approval from supervisors or relevant team members before engaging with stakeholders, particularly in sensitive or important matters.
- Assist in the renewal process of the program, which may involve reviewing and updating program documents, preparing reports, and supporting the overall renewal strategy.
- Gather market intelligence relevant to the region or country of responsibility, including researching funding opportunities, assessing the competitive landscape, and identifying potential areas for program expansion or adaptation.
- Support one or more areas of the proposal development process, such as proposal design, writing, and/or review. This may involve contributing to the development of proposal narratives, conducting research, and ensuring alignment with donor requirements.
- Process financial transactions, such as check requests, ensuring accuracy and adherence to financial guidelines and procedures.
- Review and approve sub-awards within the defined approval level, ensuring compliance with project requirements and donor regulations.
- Monitor project budgets and financial reports, identifying any discrepancies or issues that require attention and taking appropriate actions to address them.
- Collaborate with the finance team or relevant stakeholders to ensure accurate and timely financial reporting.
- Assist in the preparation of financial documents, reports, and budgets as needed.
- Maintain proper documentation and records related to financial transactions and compliance activities.
- Articulate the alignment of project work with program or practice area goals and objectives to team members.
- Delegate tasks to team members and provide clear and measurable guidance for successful project implementation.
- Seek feedback from team members and utilize it to make informed decisions and improve project outcomes.
- Encourage and support team members, fostering a positive and collaborative work environment.
- Identify opportunities for process and workflow improvements to enhance program efficiency.
- Take ownership of decisions and actions, assuming responsibility for project outcomes.
- Other support duties as needed.

This position is eligible for Remote work. The eligible employee is a regular, full-time Ukraine-based staff who works from a worksite outside the Kyiv, Ukraine office on a more permanent or ongoing basis.
