Duty Station: Uzhhorod, Ukraine

Type of Appointment: Special Short-Term ungraded
Duration: Six months with possibility of extension
All Inclusive Salary:1400 USD per month

Context: 

Under the overall supervision of the Chief of Mission and Emergency and Stabilization Programme Coordinator and the direct supervision of the Regional Hub Lead Zakarpattia, the successful candidate will contribute to the implementation of IOM Ukraine’s Emergency and Stabilization efforts carried out by the Project Office Uzhhorod with emphasis on programme and operations support.

Core Functions / Responsibilities: 

  1. Support IOM’s operational scale up in the overall planning, implementation and monitoring of IOM’s activities that are managed from the Uzhhorod office;
  2. Assist in planning, implementation and monitoring of day-to-day operational activities, providing administrative assistance as required to ensure effective operations;
  3. Under the guidance of the Regional Hub Lead Zakarpattia, conduct needs assessments and verification processes, and provide technical support to the development of project proposals, strategic planning, as well as communication/visibility documents;
  4. Conduct assessments and post distribution monitoring, working together with IOM’s monitoring and evaluation team to feed into M&E frameworks and documents;
  5. Draft needed documentation for selection and contracting of suitable implementing partners (IPs), maintain regular communication with IPs and service providers, ensure that IOM-required project and reporting documents are submitted in timely and accurate manner;
  6. Gather, analyze and present relevant operations-related data necessary to assess the progress against set indicators and understand  impact of IOM-led activities;
  7. Contribute to regular and ad hoc reporting on IOM’s activities for both internal and external purposes, including the distributions report, cluster updates, briefings, publications and articles, as well as project interim and final reports to the donors;
  8. In coordination with the relevant programmes and IOM Procurement Unit, assist in organizing distributions of IOM’s humanitarian assistance, including drafting necessary documentation, coordination with regional authorities, communication with the communities, and supporting at the warehouse when goods are received and dispatched.
  9. Draft official and unofficial correspondence in English and Ukrainian. 
  10. Provide informal interpretation and written translation (English/Ukrainian and vice versa) as necessary. 
  11. Undertake regular and ad hoc duty travels to field locations pertinent to the overall programming, the monitoring of the implementing partners performance and the evaluation of the impact of IOM’s intervention in the targeted areas and communities;
  12. Attend local level coordination meetings as required;
  13. Perform any other duties as may be assigned.

Required Qualifications and Experience

Education

  • High school degree or equivalent with six years of relevant working experience.

OR

  • Bachelor’s Degree (preferably in scientific disciplines, public administration, political science, economics, or law) from an accredited academic institution with at least four years of responsible work experience.

Experience 

  • Project development and implementation experience is an asset;
  • Experience working with vulnerable populations and civil society;
  • Experience in provision of humanitarian assistance is desired;
  • Proven drafting, writing, and reporting skills, confident user of the Microsoft Office Suite;
  • Knowledge of humanitarian activities and context is advantageous;

Languages

Fluency in English and Ukrainian is required.

A prerequisite for taking up the position is legal residency in the country of the duty station and work permit, as applicable.
