About the ENGAGE activity

Pact seeks candidates to fill the position of Program Assistant for the USAID/Enhance Non-Governmental Actors and Grassroots Engagement (ENGAGE) activity in Ukraine. ENGAGE aims to increase citizen awareness of and engagement in civic actions at the national, regional, and local level. By strengthening civil society’s responsiveness to diverse constituencies, the USAID/ENGAGE activity aims to empower citizens to advocate for reform, demand effective implementation, and hold government accountable in the path toward a peaceful and prosperous European Ukraine.

Position Summary

Under close supervision of Senior Monitoring and Evaluation Officer and Senior Program Manager, Program Assistant will support the program team in planning and coordinating of programmatic and technical efforts for the ENGAGE activity, developing and maintaining working relationships with civil society organizations, community groups and other stakeholders throughout Ukraine. With good writing skills and competence in gender and other marginalized groups’ inclusion, s/he will assist in daily implementation of activities. A successful candidate must demonstrate strong organizational skills and a spirit of flexibility, adaptability and collaboration under challenging conditions.

Specific Duties and Responsibilities:

  • Assist in conducting organizational assessment, strategic planning of Ukrainian non-governmental organizations (NGOs) and networks;
  • Coordinate direct technical assistance and/or arrange technical assistance to NGO grantees;
  • Assist NGOs in their advocacy and outreach to citizens in coordination with the Senior Monitoring and Evaluation Officer, Deputy Chief of Party and Chief of Party;
  • In coordination with Senior Monitoring and Evaluation Officer help to assess the reported data due to indicators and reporting templates;
  • Conduct assessment of specific sectors of civil society;
  • Ensure internal learning within ENGAGE and Pact and dissemination of program and M&E results externally;
  • Ensure integration of the inclusive approaches in NGOs activities including gender mainstreaming and assessments;
  • Maintain contacts with grantees;
  • Prepare reports on site visits and meetings with assigned grantees;
  • Conduct data quality assessment to grantees due to Monitoring, Evaluation and Learning Plan;
  • Coordinate monitoring and evaluation of the projects funded;
  • Assist in preparation of the results of the projects funded;
  • Provide data input in Pact databases;
  • Perform other duties as assigned.

Requirements: 

  • University Degree in Management, Organizational Development, Public Policy or other relevant field;
  • Strong understanding of civil society activism, including specific knowledge of organizations working on representing interests of marginalized groups;
  • Advanced user of different computer applications, including knowledge of data bases, data visualization (MS Office, GIS applications, SPSS, R, Infogram, Prezi, other);
  • Excellent communication and writing skills in both English and Ukrainian.

Preference for:

  • Two or more years of experience in a similar position; experience working with international technical assistance programs supported by USAID or European donors is a plus;
  • Strong time-management and organizational skills, flexibility, excellent interpersonal skills;
  • Creative communication;
  • Ability to form and maintain relationships through teamwork and networking;
  • Ability to multitask and problem-solve;
  • Good analytical skills;
  • Self-motivated and highly committed to ENGAGE’s mission.
