NIRAS is looking for a Programme Associate for a Swiss-Ukrainian UCORD project. This is a full-time position and it is expected that the successful candidate will become a permanent core team member.
Location: Kyiv, Ukraine
Expected start date: as soon as possible.
Description of the assignment context
The Ukraine’s Cohesion and Regional Development (UCORD) is a Swiss-Ukrainian project implemented by NIRAS Sweden AB with the support of Switzerland.
The overall goal of the project is that citizens, businesses and public authorities contribute to and equally benefit from effective and coherent regional development that fosters improved quality of life, resilience, peace and social cohesion in Ukraine.
The project consists of three components: 1) Support to regional development agencies, 2) Improved public services delivery with a focus on environment, 3) Social cohesion through culture.
Tasks
The tasks and duties of Programme Associate include the following:
- Draft correspondence, concept papers, agendas for all types of initiatives to implement project tasks.
- Provide support in capacity building initiatives planned within Component 1 to partner institutions at the national, regional and local levels.
- Ensure effective dissemination of project results, including drafting social media articles.
- Coordinate and facilitate various types of events, national and regional dialogues on regional policies development.
- Translate documents from Ukrainian into English and vice versa when required.
- Facilitate coordination between RDAs and other stakeholders of various levels, including organizing meetings.
- Support in designing capacity building programs and events to enable project stakeholders to respond to emerging needs in regional development.
- Support in monitoring progress and achievement of outputs within Component 1.
- Constantly monitor the national and regional contexts to identify new development opportunities.
- Integrate gender and other cross-cutting aspects into project planning of Component 1.
Qualifications
- Knowledge of Ukraine’s political landscape and reform priorities.
- At least 3 years of experience in technical assistance projects or development environment.
- Strong communication skills.
- Fluency in Ukrainian and English.
Evaluation of response & selection
Interested applicants should send their proposals to NIRAS no later than March 17, 2024 9 p.m. Kyiv time.
Applicants must be independent and free from conflicts of interest in the responsibilities defined by the Terms of Reference.
The proposal should contain the following documents:
- a) A short explanation of the applicant’s suitability for the assignment (maximum one A4-page)
- b) Up-to-date CV indicating relevant experience and qualifications, indicating at least three contact references.
The proposal should be submitted in English.
The selection will be done based on the expert’s competence and suitability – based on the requirements described above. Only short-listed candidates will be contacted to be followed by an interview with selection panel.
