General Background
Global Rights Compliance (GRC) is an international legal foundation focussed on using innovative approaches to international law to enable accountability for atrocity crimes. We have a presence in the Hague, London, Washington, and Kyiv.
GRC is an implementing partner of the Atrocity Crimes Advisory Group (ACA). The ACA is a multilateral initiative established by the United States, the European Union, and the United Kingdom to provide strategic advice and operational assistance to Ukraine’s Office of the Prosecutor General (OPG) in the investigation and prosecution of atrocity crimes in Ukraine. As such, GRC in Ukraine works in support of the Office of the Prosecutor General (OPG) through deploying several Mobile Justice Teams (MJTs) which assist the OPG in all aspects of investigation, case building and prosecution. Our headquarters for this project are in Kyiv, Ukraine. GRC’s MJTs operate throughout Ukraine in areas of interest to the OPG.
Prosecution and Investigation Track: GRC possesses unrivaled expertise and granular knowledge of the OPG, its working methodology, and ongoing investigations and prosecutions within the context of the ongoing aggression by the Russian Federation. GRC is the only international organisation consisting of ICL specialists that have been consistently present in Ukraine since 2015, working with the OPG, law enforcement agencies, and CSOs to support the documentation and investigation of international crimes and bring about accountability.
Our Ukraine team (of both Ukrainian and international lawyers and investigators) has, over time, acquired an intimate knowledge of the conflict operating environment, and built trust-based relationships with all criminal justice system actors, relevant governmental bodies, CSOs, and international partners. Our blend of technical expertise, knowledge of the Ukraine context/conflict, and language proficiency is unrivaled and is, without doubt, our unique selling point.
Location Kyiv Ukraine, with the potential for occasional travel to the regions. Full time
Length of the consultancy 12 months (with possible extension), commencing 1 April 2024.
Purpose & Objective
The Programme Officer will have significant experience in assisting, developing, and managing rule of law programmes. They will primarily assist the Project Director and Chief of Staff in project planning, project, and programme support, and monitoring the progress of all Ukraine-based projects, ensuring compliance with donors’ rules, and adherence to timelines and deliverables within each project.
Responsibilities
- Assist in the implementation, coordination, and management of programmes.
- Support GRC Management in executing programme activities.
- Coordinate with various teams and stakeholders to ensure smooth programme operations.
- Assist in the development of project plans, objectives, and timelines.
- Monitor programme progress against established milestones and deliverables.
- Track key performance indicators and evaluate programme outcomes.
- Maintain accurate and up-to-date programme documentation, including project files, records, and reports.
- Assist in the preparation of regular progress reports, status updates, and presentations for internal and external stakeholders.
- Ensure proper documentation of meetings, decisions, and action items.
- Assist with budget tracking, expense monitoring, and financial reporting.
- Collaborate with the Chief of Staff, finance, human resources, and procurement teams to ensure efficient resource allocation within projects.
- Perform monthly administrative tasks, such as checking invoices, and timesheets and providing relevant approvals.
- Assist in organising and coordinating meetings, workshops, and other program-related events.
Experience, Knowledge & Skills
- 5+ years of progressively responsible experience in project or programme management, business administration, or a related area is required.
- Excellent interpersonal and communication skills.
- Experience working in a post-Soviet country / legal system is desirable.
- Practical experience working in the wider rule of law area is desirable.
- Excellent organisational and time management skills, with the ability to prioritise tasks and meet deadlines.
- Ability to handle confidential information with discretion and maintain a high level of professionalism.
- Attention to detail.
- Excellent drafting skills, both in Ukrainian and English.
- Oral fluency skills in Ukrainian and English.
