The conflict in eastern Ukraine, which started in 2014, has had widespread impacts on the human security of the civilian population. The civilian toll of the war in Ukraine is approaching 14,000 (as of September 2022). Since 24 February 2022, one-third of Ukrainians have been forced from their homes, including 7 million refugees and 7 million internally displaced people (Source: OCHA) and some 13 million people are estimated to be stranded in affected areas or unable to leave due to heightened security risks (Source: UNHCR), destruction of bridges and roads, as well a lack of resources or information on where to find safety and accommodation.

Landmines and explosive remnants of war (ERW) contamination represent a significant danger to Ukrainian communities and humanitarian and recovery efforts. These threats require immediate attention to expedite recovery and reconstruction efforts and, most importantly, to keep people safe. Supporting national institutions efforts to effectively lead the national response will be essential as mine action is a prerequisite for reconstruction and sustainable development in support of wider recovery efforts. 

The Government of Ukraine has been undertaking a reform of its mine action response in line with the International Mine Action Standards that include gender dimensions and the National Action Plan to implement the UN Security Council Resolution 1325 “Women, Peace and Security”. New legislation has been passed in December 2018 and together with the Code of Civil Protection of Ukraine and other related secondary legislation (e.g. establishment of Interregional Centre for Humanitarian Demining and Rapid Response of the State Emergency Service of Ukraine) it provides the basis for more efficient and coordinated mine action in Ukraine. The amendments to the Law of Ukraine ‘On Mine Action in Ukraine’ were adopted by the Parliament in September 2020 and signed by the President in December 2020. The role of the National mine action authorities is currently shared between the Ministry of Defence, and the Ministry of Internal Affairs (MoI). While the State Emergency Service of Ukraine (SESU), serves as the lead agent at Interregional level, extensively supported by international partners.

The mine action law – along with the related institutional setup – was developed before the recent war and will require a review to be more “fit for purpose” in today’s very complex and rapidly shifting environment. Prioritizing scarce mine action resources to the most relevant tasks will require evidence-based plans relying on assessments, strong sector oversight and close coordination with all key stakeholders at government levels through integrated, multi-sectoral and inclusive, whole-of-government approaches. 

UNDP in Ukraine has been leading the Mine Action Area of Responsibility (MA AoR) since 2015. The MA AoR serves as a coordination platform for both national and international MA stakeholders. The overall role of the MA AoR Associate is to support the MA AoR coordinator in his/her function of ensuring UNDP Ukraine leadership of the mine action sector. The AoR associate will be responsible of acting as focal point of the AoR, recording internal and external requests. He/she will also assist the MA AoR coordinator putting together MA AoR products (reports, tools, concept notes and positions papers) and ensure timely dissemination. 

The incumbent will accelerate gender equality and women’s empowerment with all implementations and promote UNDP’s mandate as a gender-responsive organization with zero tolerance for any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation, and abuse.

The incumbent will work under the direct supervision of the Mine Action AoR Coordinator and in close collaboration with the Mine Action Project team.

Duties and Responsibilities

Coordination: 

  • Assist the Mine Action AoR coordinator supporting effective coordination of mine and ERW hazard-related activities among humanitarian and other relevant partners. 
  • Assist the MA AoR Coordinator convening regular coordination meetings.
  • Organize events for the MA AoR such as training, workshop and conferences. 
  • Participate and represent the MA AoR in relevant meetings when required by the MA AoR coordinator. 
  • Support MA AoR members with request and compile inputs to be provided to internal and external stakeholders. 
  • Manage the contact list and ensure its up to date. 
  • Take notes while attending meeting and provide minutes.
  • Draft MA AoR minutes of the meeting. 
  • Compile inputs and draft MA AoR monthly update. 
  • Assist the MA AoR coordinator when meeting with national and local authorities, state institutions, civil society organizations and other relevant stakeholders, and support with interpretation when required. 

Monitoring and Reporting: 

  • Report regularly as required to the MA AoR Coordinator on developing regional contexts and activities of relevance to mine action and to the MA AoR and plans.
  • Draft concept notes and reports on specific issues determined by the MA AoR coordinator. 
  • Support the MA AoR coordinator in its interaction with local partners and conduct field visits when relevant. 
  • Prepare PowerPoint presentation on topic of the MA AoR. 

Any other relevant tasks that may be asked by the MA AoR coordinator.

 Required Skills and Experience
Min. Education requirements
  • Secondary Education is required or
  • Bachelor’s degree in Business Administration, International Relations, Political Science,  Disaster or Emergency Management or a related field will be given due consideration but it is not a requirement .
Min. years of relevant work experience 
  • •     Minimum 7 years (with Secondary Education) or 4 years (with Bachelor Degree) of work experience and proven track record in humanitarian and development sector.
  • Experience in inter-agency coordination of humanitarian mine action in emergency response is an asset.
  • Experience in organizing events (including retreats, trainings, meetings, etc.) is an asset. 
Required skills 
  • Highly competent in using computers and office software packages.
Desired skills
  • Experience in working within a cluster is desirable. 
  • Previous field experience in crisis countries is desirable. 
  • Knowledge of mine action standards and norms (e.g., International Mine Action Standards), information management systems (e.g., IMSMA). Humanitarian MA, IMAS, UN Gender Guidelines for Mine Action Programmes, mine disarmament treaties and conventions, and other relevant documents instruments, is an advantage.
