The United Nations Development Programme (UNDP) works in about 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so that countries can sustain progress. As the United Nations’ development agency, UNDP plays a critical role in helping countries achieve the Sustainable Development Goals (SDGs). 
In Ukraine, UNDP operates in five programmatic areas of support: government capacities for crisis response and management; sustaining provision of public services; emergency works facilitating return and reconstruction; incomes, livelihoods and the private sector response; and civil society and maintenance of the social fabric. 
The war in Ukraine has resulted in significant loss of life; unprecedented displacement, internally and towards neighboring countries; and devastating destruction of infrastructure. Currently, more than 50% of the energy infrastructure is damaged, causing a massive disruption of the energy supply nationwide, with millions of people experiencing power outages and challenges in heating. Eighteen years of socioeconomic achievements in Ukraine are at risk. UNDP’s core engagement is to preserve development gains as fully as possible, and to return Ukraine to pathways towards achieving the SDGs as quickly as possible. 
UNDP launched its Resilience Building and Recovery (RBR) framework for Ukraine on 11 April 2022 to immediately respond to the development and humanitarian challenges. The overall objective is to preserve development gains in Ukraine, mitigating risks of descent into a governance and service delivery crisis, embedding activities for recovery from the onset of the humanitarian effort, and facilitating a swift return to development pathways and processes for national attainment of the SDGs. 
UNDP will provide technical assistance on expert support to ensure the highest quality level of procurement process, finance, engineering and anti-corruption monitoring of the Project implementation. In this context, UNDP Ukraine invites applications from highly qualified and experienced professionals for the post of Project Coordinator who will provide technical support on various aspects of procurement, engineering and anti-corruption issues related to the Project.
 
Duties and Responsibilities
 
The incumbent is expected to perform the following tasks: 
 
I. Lead, coordinate and develop effective Project planning and implementation: 
 
• Ensure implementation of respective activities of the Project and delivery of results responding to the needs and experiences of women and men in accordance with the project document, work plans and other joint agreements between the EIB and UNDP; 
• Ensure proper preparation of annual, quarterly, and detailed implementation work plans, and other related documents for timely commencement and implementation of the component activities. 
 
II. Ensure technical assistance and oversight related to the Project activities: 
 
• Support the National Project Manager in planning the activities within the Project within IDRPB Portfolio in line with project documents and UNDP’s programmatic priorities and goals; 
• Coordinate technical assistance to the Project in terms of the contracting, implementation and monitoring stages; 
• Coordinate ex-post and ongoing monitoring of construction shelters above substations, including check of the contract documentation, procurement, anti-corruption activities, H&S, Environment, detecting any wrongdoings and check compliance with the EIB Guide to Procurement (GtP) and Environmental and Social Standards (E&S); 
• Advise on the national legal requirements and procedures, and the international standards applicable to various facilities; 
• Check the compliance with EIB GtP and EIB E&S and detect any wrongdoings proactively inform EIB project team; 
• Work with all the relevant stakeholders to ensure that all projects are delivered on time and are in compliance with the national rules and regulations; 
• Identify and manage risks, as well as ensure that timely corrective actions are undertaken to ensure maximum benefit to the client and other stakeholders; 
• Conduct field visits and monitor the interventions; 
• Review and assess the contract documentation for infrastructure interventions and equipment, providing substantive procurement inputs and quality assurance; 
• Provide guidance and coordinate the work of Procurement & Finance Analyst, Engineering Analyst and Anti-corruption Analysts; 
• Ensure timely collection of data for reporting following UNDP guidelines for reporting and M&E plans on the Project within IDRPB Portfolio; 
• Coordinate with Coordination Officer and substantially contribute to the preparation of narrative and financial progress reports for the Project; 
• Monitor the field activities and provide technical support to ensure the Project results are delivered; 
• Coordinate technical advisory support to client and other relevant stakeholders on finance, procurement, engineering issues and risks associated with corruption; 
• Coordinate preparing annual, monthly, weekly reports and detailed implementation work plans  and other related documents for timely commencement and implementation of the Project activities; 
• Ensure coordination with relevant governmental, non-governmental and international organizations, including UN agencies and projects at national and regional levels for mutually reinforcing impact;
• Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise, promote a safe and enabling environment free of any kind of discrimination and abusive behavior, and use the principles of gender-responsive communications in line with the UNDP corporate standards. 
 
III. Provide supervision and oversight to Contractors in the relevant area of expertise: 
 
• Undertake monitoring of contractors at the initial stage and/or in the middle of work accomplishment or/and after the work completion to ensure that plans are followed, and safe infrastructure is being achieved as per the minimum standards adopted by the client; 
• Monitor contractor’s presence at the project site, assess the work accomplishments as per the scope of work, Bill of Quantities (BOQ), and the signed contract. 
 
IV. Ensure technical support and inputs regarding the procurement and financial management: 
 
• Ensure Compliance with Legislation and Policies: rigorously adhere to the current Ukrainian laws and regulations, follow UN/UNDP and EIB rules, policies, and strategies to ensure that procurement activities align with these standards; 
• Support procurement processes related to the Project to guarantee fairness, competitiveness, transparency, ethical practices, and value for money; 
• Monitor and ensure adherence to procurement guidelines and benchmarks; 
• Provide capacity building to client’s relevant units and departments; 
• Organize and conduct working meetings, trainings, seminars, and information-sharing events for programme identification, preparation and implementation; 
• Create and maintain a comprehensive roster of suppliers, focusing on quality and performance measurement mechanisms; 
• Engage in the analysis of construction material cost indicators through market research; 
• Review contracts and amendments, ensuring that any cost increases are justified and align with project objectives; 
• Analyze and confirm the justification for any associated cost increases; 
• Maintain accurate and comprehensive documentation of all procurement and financial processes;
• Prepare regular reports on procurement and finance activities, highlighting compliance, challenges, and progress; 
• Engage with key stakeholders to gather inputs and align procurement and finance activities; 
• Identify potential risks in procurement and financial processes, develop and implement strategies to mitigate these risks; 
• Implement best practices and innovations to enhance efficiency and effectiveness. 
 
V. Facilitate knowledge management and information sharing: 
 
• Identify and document the best practices and lessons learned in the areas of the procurement, financial and construction management directly linked to the client and other supported projects on infrastructure recovery; 
• Contribute to knowledge networks and experience-sharing, networking and other public events in the area of the procurement, financial and construction management in recovery projects; 
• Participate in the training for the programme/project personnel for further professional growth through active learning. 
 
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization. 
 
Institutional Arrangement 
 
Project Coordinator will work under the direct supervision of the National Project Manager EU-UNDP TA. The incumbent will supervise the Project team.

Required Skills and Experience
 
Education:
  • Advanced university degree (Master’s degree or equivalent) in Business/Public Administration, Management, Finance, Accounting, Law, Development Studies, Social Sciences, or related fields is required. 
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.
Experience:
  • Minimum 5 years (with Master’s degree) or 7 years (with Bachelor’s degree) of relevant progressively responsible experience, at national or international level, in procurement, supply chain management, finance management, accounting, auditing, business/public administration, management or related field.
Required skills:
  • Excellent usage of computers and office software packages (MS Words, Excel, etc.) and knowledge of spreadsheet and database packages.  Familiarity with the relevant Ukrainian national laws and procedures and EIB GtP and E&S.
Desired skills in addition to the competencies covered in the Competencies section: 
  • Experience in the development and/or implementation, and/or monitoring and evaluation of complex and geographically diversified capital investment projects in a range of infrastructure sector areas applying current best practices in procurement, tendering and contract management shall be considered a strong asset. 
  • Experience working with EU/EIB procurement procedures in developing/transition country contexts would be an advantage. 
  • Experience working with local partners at the national and municipal level in the international development context would be an advantage. 
  • Experience of work with PROZORRO shall be considered an asset. 
  • Prior experience with the UN Agency, International Organization or in projects financed by international donors will be considered an advantage.
Required Language(s):
  • Fluency in English is required. 
  • Fluency in Ukrainian is required for local staff.
