UNDP Ukraine invites applications from highly qualified and experienced Ukrainian professionals for the post of the Project Manager/Team Leader to manage, coordinate and monitor implementation of EIB Technical Assistance Project (TA) under the RPP.
Duties and Responsibilities
Under the direct supervision of the RPP Portfolio Manager, the Project Manager/Team Leader will be responsible for the management of the EIB-TA project. Specifically, s/he will perform the following key tasks:
- Ensure overall operational management of the TA and delivery of results benefiting equally women and men in accordance with the programme document, work plans and other joint agreements between the EIB, Government and UNDP;
- Ensure timely preparation, update and implementation of annual and detailed implementation work plans for TA, and other related documents for timely commencement and implementation of the programme activities;
- Provide substantive input to the RPP activities and outputs and ensure timely implementation of TA activities, including reporting on progress vis-a-vis planned activities and expected outputs based on gender-responsive results-based management;
- Coordinate and supervise the work of TA team members subordinated to the Project Manager/ Team Leader, experts and consultants, including the preparation of the terms of reference, facilitation of recruitment, and monitoring of work/results that include clear indicators for gender equality, and the promotion of a safe and enabling environment free of any kind of discrimination and abusive behaviour;
- Ensure proper management of the budget allocated for the TA. Ensure that funds are available when needed and disbursements achieved as per the work plans and cost-sharing agreements;
- Ensure appropriate recording and accounting documentation as required by UNDP and EIB and prepare required financial reports;
- Coordinate among stakeholders as well as among various structures of governmental institutions on behalf of UNDP in the subject area;
- Provide technical advisory support to the UNDP RPP in engagement with Government of Ukraine, line Ministries and other relevant governmental institutions to support the capacity development and implementation of RPP initiatives. Act as the specialized focal point of UNDP assistance in the TA area. Promote skills for achieving the gender equality agenda with internal and external partners;
- Maintain close liaison with national partners, ensuring optimum participation and promoting ownership of the Government in the implementation of TA Project of RPP;
- Develop the professional platform for networking and partnership building with the national and regional authorities, CSOs, private sector and international development organizations or projects;
- Ensure coordination of the TA activities with other stakeholders at national level. Ensure the development of cross-programme linkages with other relevant UN projects and programmes and other stakeholders’ projects for mutually reinforcing impact;
- Ensure coordination with relevant working groups and information on the TA activities are shared;
- Support UNDP in partnership building and resource mobilization initiatives, including those focusing on advancing gender equality, building resilience of women and reducing vulnerabilities to shocks and crisis;
- Facilitate in collection, analysis and interpretation of data disaggregated by sex, age and other social identifiers in the field of TA implementation in the target regions and Ukraine in general. Ensure availability of an up-to-date information on all critical issues related to TA;
- Prepare regular updates to UNDP with situation analysis (political, social, gender, and economic) in the field of the programme implementation;
- Ensure and contribute to preparation and implementation of the RPP communications strategy and plan based on corporate principles of gender-responsive communications and non-discriminatory language;
- Ensure compliance of TA business processes with UNDP Project Operational Policies and Procedures and UNDP Standard Operating Procedures as well as EIB Standard Operating Procedures;
- Prepare result-based reports, including progress and annual reports, as well as ad-hoc technical reports;
- Facilitate programme monitoring and evaluation, as well as audit activities;
- Assure that due security measures are in place with regard to the programme office;
- Ensure that the Atlas Project Management module is updated on a regular basis;
- Perform other activities requested by Programme Manager in Kramatorsk and UNDP Senior Management.
Required Skills and Experience
- Master’s degree or equivalent in Economics, International Development, Public Administration, Social Sciences, Project Management, Engineering or any related field.
- At least 10 years of experience in project/programme management or related field, including at least 2 years of experience in managing large-scale infrastructure and/or emergency complex operations;
- Experience in countries of conflict or post-conflict will be considered as advantage;
- Experience in working with IDPs and/or Refugees related social infrastructure is mandatory;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of spreadsheet and database packages, experience in handling of web-based management systems;
- Experience in conducting integrated cost-benefit analysis will be considered as an advantage.
- Fluency in English, Ukrainian and Russian is required.
