Project Description
The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability, and responsiveness of the health care system.
- Improve service delivery system at all levels.
While still advancing health reform, the Government of Ukraine and its partners must attempt to restore health services that have been disrupted by the war, promote population well-being, and reconnect people with health care. USAID Health Reform Support (HRS) supports this effort through restoration-focused activities in the focal regions across its five Objectives. The focus of USAID restoration assistance is to provide transitional support to address gaps in local healthcare systems to meet the health needs of the local population, including internally displaced persons (IDPs), in targeted local communities of Ukraine in a transparent, equitable, and efficient way that mitigates the most significant preventable causes of morbidity and mortality in the context of the war. USAID’s overall strategy for Ukraine health response efforts following russia’s invasion is to advance three priority objectives, building on existing programs: 1) protect the overall public health and wellbeing of Ukrainians; 2) sustain access to and continuity of services; 3) and support health system recovery based on a “building back better” approach.
Background/Objective
The Project Specialist in Engineering will support the HRS program in providing construction management and systems engineering services to the program’s stakeholders in Ukraine, including but not limited to developing the technical requirements for Project’s supported engineering procurements to support healthcare providers capability to provide services to Ukrainians (e.g., alternative to centralized power supply sources, measures to ensure sufficient Internet connection at facility level, minor ) and managing these procurements/supplies.
Responsibilities
- Develop and evaluate engineering system concepts and options to determine the best design and engineering solution.
- Design of building engineering systems, including power distribution, lighting, emergency power, fire alarm, security, television, telephone, and computer network systems.
- Develop/analyze requests to determine/specify engineering solution can be used and then design and implement solution to help the project’s goals.
- Investigate equipment that has failed to determine how part of the mechanics needs to be repaired.
- Conduct a market analysis to determine a potential list of providers for the huge range of engineering products (from electric generators to batteries to refrigeration systems, etc.).
- Perform design calculations and develop/prepare technical specifications and drawings.
- Support logistics or operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of USAID’s assistance to beneficiaries.
- Perform site visits to evaluate existing systems or to inspect engineering systems work during construction/installation.
- Participate in meetings to effectively gather design data from various stakeholders.
- Communicate effectively with project technical teams, senior management team, procurement specialist, stakeholders, and other parties.
- Manage grantee and grantee’s activities under the sub-grant agreement, ensuring compliance with HRS/Deloitte standards and policies.
- Act as lead engineer on the project, support in the developing contract documents, technical specifications, design analyses, cost estimates, and other relevant documents.
- Report on technical issues and provide status updates.
- Perform other duties as may be required.
Requirements
- Bachelor’s Degree in Engineering, Supply Chain, Logistics or a relevant field.
- Strong knowledge of Ukrainian regulations in area of buildings, procurements, transferring, accounting and reporting of the supply of material assets and goods.
- Minimum five years of related work experience, specifically with engineering systems for buildings, power/water supply, connectivity, software, etc.
- Strong computer skills, experience with Windows MS Office package and construction management software.
- Proven experience in developing the technical documentations/ specifications for the procurement the civil/electrical/mechanical engineering solutions.
- Demonstrated ability to prepare draft modifications, responses to requests for information, process submittals, prepare field observation reports, conduct progress meetings, and prepare meeting minutes.
- English is required; Knowledge of Ukrainian (to be able for communicate with the facilities).
- Ability to work on remoted mode and travel across regions in Ukraine.
- Experience working on USAID-funded projects is a plus.
Reporting Requirements
The Project Specialist in Engineering will report to the Objective 5 Lead.
